Job description

job summary:

As a Senior Technical Program Manager supporting the Data & Analytics organization, you will lead the planning, execution, and delivery of complex, cross-functional data initiatives that enable enterprise reporting, analytics, AI, governance, and business decision-making.

You will partner closely with Data Engineering, Data Architecture, Analytics, AI, Product, Security, Infrastructure, application teams, implementation partners, and business stakeholders to deliver strategic initiatives spanning enterprise data platforms, data products, governance capabilities, migration efforts, and operational data services.

We are seeking a technically fluent, outcome-oriented program leader who can:

- Facilitate technical working sessions with engineers, architects, product leaders, and business stakeholders.

- Understand data architectures, data flows, lineage, integration patterns, and platform dependencies at a working level.

- Ask probing, technically informed questions; challenge assumptions; and surface hidden delivery risks.

- Establish clarity and accountability across complex stakeholder groups without direct authority.

- Translate technical complexity, trade-offs, and decisions into clear executive communications.

- Drive execution discipline across large, multi-year initiatives from planning through adoption and value realization.

The ideal candidate combines strong program management rigor with hands-on experience supporting enterprise data ecosystems and transformational delivery efforts.

The initial assignment will lead a cross-functional remediation program addressing data privacy, data retention, and test data management, including the governance, process, technology, and operational changes required to establish sustainable compliance and controls.

location: Newport Beach, California
job type: Solutions
salary: $80 - 90 per hour
work hours: 8am to 5pm
education: Bachelors
responsibilities:

Enterprise Data Program Delivery

- Lead complex, multi-year data and analytics initiatives with accountability for end-to-end delivery, business outcomes, and executive visibility.

- Drive delivery across enterprise data platform modernization, shared data services, data products, data governance, metadata management, data quality, data integration, migration, reporting and analytics enablement, and AI/ML foundations.

- Develop and manage integrated program plans, roadmaps, milestones, dependencies, decisions, readiness criteria, adoption measures, and delivery risks.

- Ensure delivery aligns with enterprise data strategy, architecture direction, business priorities, and committed outcomes.

Technical Delivery Leadership

- Partner directly with Data Engineering, Architecture, Analytics, Product, Security, and application teams to understand technical concepts, design decisions, delivery models, dependencies, and operational impacts.

- Validate delivery sequencing, implementation readiness, migration plans, integration approaches, and downstream consumer impacts.

- Engage credibly in discussions involving source ingestion, ETL/ELT pipelines, cloud data platforms, data warehouses and lakehouses, APIs and integrations, data lineage, metadata, data quality, reporting ecosystems, and AI/ML enablement.

- Translate technical discussions into actionable plans, clear ownership, decisions, and executive-ready communications.

Execution Discipline & Program Governance

- Operate effectively within Agile, product-focused, SAFe, and hybrid delivery models while maintaining enterprise-level execution discipline.

- Own scope, schedule, financials, resources, dependencies, risks, issues, decisions, change control, delivery health, and governance for assigned programs.

- Establish clear ownership, drive decisions to closure, challenge readiness assumptions, and proactively address gaps that could affect outcomes.

- Move beyond status collection to active problem-solving, escalation, decision facilitation, and removal of technical or organizational friction.

Data Governance, Quality & Operational Readiness

- Ensure data governance, stewardship, quality, metadata, lineage, security, privacy, retention and disposition, test data management, regulatory, audit, and operational support considerations are integrated into planning and execution.

- Drive clarity on data classification, retention requirements, appropriate use and protection of production data in non-production environments, remediation ownership, control evidence, and long-term operating accountability.

- Partner with data producers and consumers to establish clear internal expectations for data ownership, integration, quality, and consumption.

- Drive migration and cutover readiness, validation, reconciliation, adoption, support-model definition, and sustainable transition into operations.

- Maintain a forward-looking risk view to prevent late discovery of data gaps, unmanaged dependencies, integration issues, or adoption risks.

Cross-Functional Coordination & Dependency Management

- Coordinate delivery across Data Engineering, Analytics, Architecture, Infrastructure, Security, application teams, Product, business stakeholders, and implementation partners.

- Manage dependencies involving source-system readiness, ingestion, platform capabilities, environment availability, migration sequencing, downstream reporting, analytics and AI consumers, and operational support.

- Lead cross-team working sessions to resolve blockers, align priorities, clarify decisions, and maintain delivery momentum.

- Serve as an accountable program leadership point across teams and partners, maintaining continuity even as delivery models or resources change.

Financial, Resource & Partner Management

- Own program-level budget planning, forecasting, variance management, and investment transparency for assigned programs.

- Lead cross-initiative capacity and resource planning for transformational data programs, partnering with Data and Technology leaders to identify constraints, trade-offs, and sequencing impacts. Functional leaders retain accountability for managing their team capacity.

- Manage implementation and delivery partners as strategic contributors, holding them accountable for outcomes, integration quality, committed deliverables, and alignment with enterprise architecture and operating models.

- Partner with platform product owners as they manage software and platform vendor relationships, contracts, and service expectations.

Delivery Health, Executive Reporting & Adoption

- Maintain transparent visibility into delivery progress, financial performance, capacity, risks, dependencies, decisions, and value realization.

- Prepare and deliver executive updates, steering committee materials, governance reporting, and clear recommendations on scope, phasing, investment, and delivery trade-offs.

- Partner with change management, training, communications, Product, and business teams to drive adoption of data platforms, services, products, and new ways of working.

- Define and track measurable outcomes, adoption targets, and success criteria to support sustained value beyond implementation.
