Essential Duties and Responsibilities:

H-CAP is seeking a full-time Program Manager to support the development, implementation, and expansion of H-CAP's Registered Apprenticeship Program within the healthcare industry. This position will work collaboratively with employers, education partners, labor-management organizations, unions and other stakeholders to advance registered apprenticeship opportunities and strengthen healthcare workforce development initiatives.

The Program Manager will lead outreach and engagement efforts, provide support to partners developing and implementing registered apprenticeship programs, and coordinate educational activities, including webinars, forums, career fairs, and trainings. The position will work closely with the Registered Apprenticeship team and the broader H-CAP team to meet programmatic and organizational goals.

This role requires the ability to develop work plans and goals, participate effectively in a collaborative organizational environment, and exercise discretion and independent judgment. The ideal candidate will be a proactive, highly organized professional with a strong commitment to advancing H-CAP's mission and meeting contract and grant goals.


KEY RESPONSIBILITIES


Outreach, Recruitment, and Partner Engagement

  • Coordinate and conduct outreach to prospective partners interested in pursuing Registered Apprenticeship programs, including communicating the value of Registered Apprenticeship in healthcare.
  • Develop and implement outreach and recruitment strategies to reach a variety of stakeholders, accelerate Registered Apprenticeship expansion, and increase opportunities in apprenticeship occupations.
  • Conduct informational sessions in a variety of formats for various stakeholders.

Communications and Marketing Support

  • Identify needs and lead the creation of materials that support Registered Apprenticeship outreach.
  • Work with H-CAP's Data and Communications team to amplify Registered Apprenticeship promotional and marketing efforts as directed by H-CAP leadership.

Grant Compliance, Tracking, and Reporting

  • Develop, maintain, and submit outreach plans and track deliverables to ensure compliance with grant and contract obligations.
  • Enter accurate and timely data into a variety of tracking systems.
  • Gather data and write reports on progress.

Registered Apprenticeship Program Support

  • Build multi-employer apprenticeship programs in multiples states and occupations
  • Support partners in the development and implementation of Registered Apprenticeship programs.
  • Support the work of the SEIU/AFSCME National Center for Healthcare Apprenticeships.

Industry Knowledge and Organizational Collaboration

  • Stay current on healthcare workforce development, training trends, and changes affecting the healthcare industry.
  • Work with the H-CAP team to develop and implement programs and activities that support board members and the H-CAP Education Association.
  • Work closely with staff and leadership of labor-management programs.

SKILLS AND EXPERIENCE


Project Management and Coordination

  • A minimum of 5 years of project management experience.
  • Excellent project coordination and organizational skills, with the ability to work independently.
  • Experience working in a fast-paced, multi-stakeholder environment.

Industry and Workforce Knowledge

  • Knowledge of the healthcare industry and workforce development.
  • Knowledge of Registered Apprenticeship and the Registered Apprenticeship System
  • Experience working with large and small healthcare employers in the development of workforce development programs
  • Experience with post-secondary education and adult education programs.

Communication and Presentation

  • Strong interpersonal, oral, and written communication skills.
  • Ability and comfort presenting to a variety of audiences using a mix of methods, including virtual and in-person formats.

Labor-Management and Stakeholder Engagement

  • Work experience or familiarity with union or labor-management environments.
  • Existing connections with stakeholders such as healthcare employers, industry associations, unions, labor-management organizations, workforce boards, and education partners.

Grant Development and Data Systems

  • Experience with grant writing and grant reporting
  • Experience with database systems and the ability to learn new systems quickly.

WORKPLACE PRACTICES

Classification: Full Time At Will

Location:Remote. Travel may be required across the country for meetings and conferences.

Work Hours: H-CAP employees are expected to be available during normal business hours (e.g., 9:00am to 5:00pm) in their time zone.

Remote Work and Equipment: Employees must provide a workplace that has sufficient space for work and allows for only minimal disruptions. H-CAP will provide a phone, laptop, mouse, keyboard, external monitor, and devices to connect those items. H-CAP will not provide furniture. Employees may elect to use their own phone and will receive a $50/month stipend. Employees must have a data plan sufficient for the employee to conduct regular business using the phone. Employees must also have access to minimum acceptable internet speed of at least 25MB download speed and 10MB upload speed.

Sole Employer and Conflicts of Interest

Full time employees are hired and continue in H-CAP's employ with the understanding that H-CAP is the employee's sole employer, and that other employment is strictly prohibited. No employee shall be affiliated with any provider of goods or services to H-CAP in any manner that conflicts with the interests of H-CAP.
