 Location Milwaukie, Oregon Job Description 

Position: Data Migration Facilitator
Location Requirement: Candidate must be within 100 miles of OLCC Headquarters and report onsite at least one day per week.


Overview

The Data Migration Facilitator will play a key role in the Enterprise Modernization Program and DSSC project, ensuring accurate, secure, and efficient migration of legacy data into new enterprise systems. The role requires strong analytical skills, experience with data integrity practices, and the ability to coordinate across agency staff, vendors, and external stakeholders.


Key Responsibilities
  • Implement data security approaches and best practices to ensure data consistency, integrity, and business continuity across multiple applications.

  • Collaborate with agency staff, licensees, and contracted liquor store agents to identify required reports/queries, prioritize them, and document data fields needed.

  • Evaluate proposed queries/reports, optimize or combine for performance and efficiency.

  • Maintain and update the data inventory analysis document (unified data matrix), including data mapping, quality measurement, and migration recommendations.

  • Facilitate planning and development of field-level data mapping across legacy systems, defining sources of truth and mapping to future-state schema for cleansing, transformation, extraction, and loading.

  • Research and assess data quality dimensions—completeness, uniqueness, timeliness, validity, accuracy, and consistency—ensuring conformance to design standards.

  • Lead stakeholder meetings to determine which data should be migrated, establish priorities, and design data models accordingly.

  • Provide weekly migration status reports, highlighting gaps, risks, and mitigation strategies to prevent project delays.

  • Develop and execute a data testing plan, involving stakeholders in pre-migration testing.

  • Identify data-related risks that may impact overall system performance and recommend design or process changes.

  • Document procedures, standards, and policies for data migration through facilitated workshops with OLCC subject matter experts, vendors, and contracted agents.

  • Create and maintain a data dictionary bridging legacy databases and new system schemas.

  • Analyze data usage, reporting, integrity, and security to design and establish the data lake/mart, ensuring compatibility across modernization projects.

  • Facilitate cross-team meetings to address migration challenges and ensure alignment across ongoing modernization efforts.


Qualifications
  • Bachelor’s degree in Mathematics, Statistics, Computer Science, or related field.

  • Strong mathematical and analytical skills with the ability to interpret and apply statistical methods to solve industry problems.

  • Hands-on experience with data migration, analysis, and reporting.

  • Strong computer skills with proficiency in databases, reporting tools, and programming languages for automation or optimization.

  • Ability to compile, organize, and present complex statistical/data findings to stakeholders and management.

  • Excellent communication skills to train and guide team members in interpreting data and organizing findings.
