Manager, Proposals – Marketing

As the Manager, Proposals, you will provide leadership and support to the proposals team on a variety of business development assignments, ranging from highly strategic proposals to smaller proposals and qualification statements. This position leads the development
and delivery of high-quality proposals, qualifications packages, and presentation materials in support of strategic pursuits within an engineering consulting environment.

This position leads and manages the proposal team, ensuring proposal compliance, strengthening win strategies, developing compelling non-technical content, and upholding our client’s standards.

The role is responsible for assigning work, managing schedules and workloads, coaching team members, and coordinating diverse contributors to deliver high-quality submissions.

Through strong communication, facilitation, and leadership, this role plays a critical part in positioning the company competitively and enhancing our client’s brand across target markets.
What You’ll Do
  • Lead, mentor, and develop a team of Proposal Coordinators, including workload management, resourcing, and staffing forecasts.
  • Lead and coordinate public and private proposal and qualification submissions of all sizes across all service lines, ensuring quality, consistency, and compliance.
  • Collaborate with business development and technical leaders to
  • proactively identify opportunities, shape win strategies, and position submissions effectively.
  • Independently coordinate, research, write, and tailor non-technical proposal content, proactively identifying risks, gaps, or compliance issues and addressing them early.
  • Plan and facilitate proposal kick-off meetings and key milestone meetings to align teams, confirm roles, and maintain momentum.
  • Manage personal workload while overseeing proposal progress, ensuring schedules, deliverables, and deadlines are met.
  • Proactively identify challenges, develop practical and creative solutions, and escalate risks or issues to leadership when appropriate.
  • Build, maintain, and continuously improve proposal tools and resources, including templates, CVs, project profiles, content libraries, and CRM data.
  • Lead proposal onboarding and ongoing training programs to support consistency, efficiency, and team development.
  • Build strong, collaborative relationships with internal teams and external partners, including sub-consultants.
  • Participate in proposal debriefs and apply lessons learned to strengthen future submissions.
  • Champion strong, consistent branding and presentation quality across proposals and presentations to enhance the company’s external image.
Requirements
  • College Diploma or University Degree in Marketing, Business Development, Project Management, and/or Data Management
  • Demonstrated experience leading complex, multi-disciplinary proposal pursuits and coordinating technical teams
  • Minimum 7–10 years of experience in proposal management and/or coordination, including a minimum of 2 years of experience managing a proposals team.
  • Demonstrated experience in the Architectural, Engineering, and/or Construction (AEC) industry
  • Experience developing and implementing proposal processes, standards, templates, and best practices
  • Experience tracking proposal metrics, win rates, and continuous improvement initiatives
  • Understanding of basic company risk evaluation processes
  • Understanding of proposal time commitments and time management
  • Strong interpersonal and communication skills; able to collaborate across departments and deliver process training/support
  • Familiarity with business development, marketing, or operations in a professional services or consulting environment is an asset
  • Detail-oriented and highly organized
  • A team player who can manage multiple priorities and workflows, and meet deadlines
  • Ability to work from our Kitchener office a minimum of 3 days/week
