The RoleAre you an organized, detail-oriented professional with a passion for supporting people and ensuring seamless operations? Family Forum, Inc. is seeking a dedicated Human Resources Specialist to play a vital role in our administrative office and HR department.
Working closely with the HR Lead, you will ensure high-quality employee experiences, strict compliance with state and federal regulations, and smooth personnel processes. From greeting visitors to managing the administrative lifecycle of our employees, you will serve as a welcoming, confidential point of contact for our team while adhering to Wisconsin Department of Children and Families (DCF) regulations and Office of Head Start Program Performance Standards.
What You'll DoCentral Office Administration & HR Support
- Serve as the first point of contact, greeting visitors, determining their needs, and directing them to the appropriate person or area.
- Act as a confidential resource for staff inquiries regarding HR policies, basic benefits, and personnel processes, escalating complex issues to the HR Lead.
- Maintain highly organized central filing systems, databases, and personnel records.
- Assist the HR Lead with managing documentation for seasonal transitions, including tracking unemployment claims data and seasonal layoff communications.
Compliance & Recordkeeping
- Initiate and monitor comprehensive background checks to ensure compliance with the WI Child Care Background Check (CCBC) system and Head Start requirements prior to hire.
- Audit and maintain highly confidential personnel files, medical records (including physicals and TB tests), and credentialing databases to ensure absolute readiness for state licensing and federal monitoring.
- Help compile data for compliance reports, credential tracking, and agency audits.
Recruitment, Onboarding & Training
- Support the full-cycle onboarding process, establishing a strong rapport and welcoming environment for incoming candidates through prompt, professional communication.
- Coordinate New Staff Orientation (NSO), including packet creation, training room setup, ordering lunches, and conducting reference checks.
- Schedule post-offer physicals and track agency-required ongoing training (OSHA, Civil Rights, Mandated Reporter, Abusive Head Trauma) to ensure compliance with renewal timelines.
- Uphold the agency's Standards of Conduct, maintaining strict confidentiality regarding all personnel, child, and family information.
RequirementsWhat We're Looking For- Education: Associate degree in Human Resources, Business Administration, or a related field (OR an equivalent combination of education, HR certification, and professional experience).
- Experience: Minimum of 1–2 years in human resources, compliance tracking, or high-level administrative support. Experience in early childhood education, Head Start, or a non-profit environment is preferred.
- Certifications/Licenses: A valid driver’s license is required. Must complete and maintain required certifications (training provided upon hire).
- Skills: High proficiency in Microsoft Office Suite, meticulous data entry, exceptional file organization, strong interpersonal communication, dependability, and a team-building mindset.
Work Environment & Physical DemandsThis role is based in a quiet, structured administrative office setting, primarily working at a desk with minimal exposure to classroom or center activity. The position requires frequent sitting, walking, standing, manual use of office equipment, bending, and grasping. Occasional reaching above the shoulder, squatting, kneeling, and lifting/carrying up to 25 lbs may be required during file organization or supply handling. Constant communication is essential for interacting with staff and candidates. All workspaces adhere to DCF and Office of Head Start health, safety, and accessibility standards.
