Job Title: OCM - Organizational Change Manager (Health Data Modernization Program)
Job Type: Contract (Full-Time)
Location: Remote/Hybrid (U.S.-Based)
Work Environment: Cross-functional collaboration with technical, governance, and leadership teams
Contract Duration: 12-18 months
Position Overview
A Communications & Change Manager is needed to support a large-scale health data modernization initiative. This role drives organizational readiness, supports stakeholder adoption, and ensures the success of new data workflows, governance practices, and modernized technical platforms. The position blends communications strategy, change management leadership, training development, and Agile alignment to support the rollout of updated data ingestion, governance, and DataOps processes.
Key Responsibilities
Change Management & Organizational Readiness
  • Develop and maintain comprehensive Change Management Plans (CMPs) including stakeholder mapping, impact analysis, training roadmaps, and risk mitigation strategies.
  • Integrate change tasks into Agile sprint planning and release cycles.

Stakeholder Engagement
  • Identify impacted internal and external user groups and determine required support.
  • Collaborate with product, governance, and technical leads to align changes with system updates, data governance rules, and security adjustments.

Communications Strategy
  • Create a Messaging & Channel Plan outlining audiences, timing, channels, and communication frequency.
  • Produce clear, release-aligned communication content (FAQs, release notes, talking points, infographics).
  • Maintain a communications calendar linked to system releases and cutovers.

Training & Adoption Support
  • Build role-based training curricula and learning materials (job aids, videos, workshops).
  • Support training on Azure DevOps, governance tools, and Power BI dashboards.
  • Track training completion, gather learner feedback, and iterate on training effectiveness.

Cutover & Legacy System Retirement
  • Develop Cutover & Legacy Retirement Playbooks with detailed migration steps, contingency plans, and communication workflows.
  • Validate downstream dependencies and ensure proper documentation of decommissioned processes.

Metrics, Reporting & Governance
  • Build Adoption & Readiness Dashboards (in Power BI or ADO) to track KPIs such as training completion, governance throughput, release quality, and system reliability.
  • Provide regular executive briefings, portfolio visibility reports, and highlight summaries for leadership.
  • Embed governance artifacts (glossary, lineage, survivorship rules) into sprint definitions of done.

Continuous Improvement
  • Collect stakeholder feedback using surveys, office hours, retrospectives, and feedback loops.
  • Identify key issues and drive quarterly action plans for improvement.

Required Skills & Qualifications
  • Strong background in change management, communications, and stakeholder engagement.
  • Experience developing change plans, communication strategies, and training materials for technical environments.
  • Ability to translate complex technical changes into easily understandable content.
  • Experience with or familiarity with:
    • Azure DevOps (Boards, Wikis, Pipelines)
    • SharePoint
    • Power BI
    • Power Automate
  • Excellent writing, facilitation, and cross-functional collaboration skills.
  • Change management certification (e.g., Prosci, CCMP) preferred.
