Aptive/Artemis seeks a Program Manager responsible for providing overall leadership, strategic direction, and operational oversight for the successful execution of large-scale federal transition assistance programs supporting military Service members transitioning to civilian life. This role oversees program management, staffing, operational deployment, risk mitigation, quality assurance, and stakeholder coordination across geographically dispersed teams operating both CONUS and OCONUS. The Program Manager serves as the primary point of contact with Government leadership, ensuring all contractual deliverables, schedules, reporting requirements, and performance standards are met in accordance with federal regulations and program objectives.

Primary Responsibilities

The Program Manager leads cross-functional teams responsible for curriculum development, training operations, onsite support services, data analysis, and modernization initiatives. This position manages project implementation plans, staffing strategies, operational readiness, and continuous improvement efforts while ensuring compliance with all security, privacy, and quality control requirements. The role requires the ability to oversee large-scale workforce operations, maintain effective communication with Government stakeholders, coordinate regional operations, monitor program risks, and support the delivery of transition assistance services to approximately 200,000 transitioning Service members annually across more than 300 military installations worldwide.

The ideal candidate possesses extensive experience managing complex federal programs of national scope, leading multidisciplinary teams, and implementing strategic initiatives within the Federal Government or Department of Defense environment. Candidates should demonstrate expertise in project management Strong leadership, communication, analytical, and organizational skills are essential to successfully manage program execution, ensure operational continuity, and support mission-critical objectives.

This is a contingent hire position.

This position is remote. However, travel for occasional in-person meetings will be required.

Minimum Qualifications
  • 12 years of experience.
  • Master's degree in related field.
  • 5 years of experience in managing programs of a national scope, preferable for the DoD.
  • Project Management Professional certification (or equivalent industry recognized project management certification).
  • Strategic thinker with a forward-looking approach to marketing trends and technologies.
  • Strong problem-solving skills and the ability to think critically.
  • Ability to manage competing deadlines.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Comfortability with supporting complex client relationships.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.
