As a member of the Optum Operations and Delivery team, the EDW Reporting Manager combines strategic leadership, Medicaid domain expertise, business intelligence governance, and operational delivery management to support the Indiana Family and Social Services Administration (FSSA) Enterprise Data Warehouse (EDW).
The EDW Reporting Manager is responsible for leading the Analytics and Reporting Services team and ensuring the delivery of accurate, timely, and reliable reporting and analytics solutions that meet state and federal compliance requirements. This role serves as a trusted advisor to FSSA leadership, business stakeholders, and technical teams, helping transform complex healthcare data into actionable insights that support program operations, compliance, policy decisions, and improved member outcomes.
The position provides leadership for reporting portfolio management, reporting governance, stakeholder engagement, resource planning, and continuous improvement initiatives while ensuring alignment with Optum and FSSA strategic objectives.
Primary Responsibilities:
  • Leadership & Team Management
    • Lead, mentor, and manage a team of Data analysts, business analysts, and business intelligence professionals
    • Establish team goals, performance expectations, and professional development plans
    • Manage resource allocation, workload balancing, and staffing plans to ensure successful delivery of reporting commitments
    • Foster a culture of accountability, collaboration, innovation, and continuous improvement
    • Provide coaching, performance management, succession planning, and knowledge transfer activities to support long-term organizational success
  • Analytics & Reporting Delivery
    • Oversee the development, enhancement, validation, and maintenance of reports, dashboards, scorecards, and analytic solutions
    • Ensure all reporting deliverables meet established service-level agreements (SLAs), quality standards, and client expectations
    • Monitor delivery schedules, issue resolution, and operational performance metrics
    • Identify opportunities to streamline reporting processes, improve automation, reduce manual effort, and enhance overall service delivery performance
    • Support and promote the use of modern business intelligence platforms and reporting technologies
    • Collaborate with data management team to improve data accessibility, usability, and report performance across the EDW environment
    • Ensure reporting solutions comply with applicable state and federal regulations, contractual requirements, and data governance standards
    • Support reporting associated with Medicaid programs and regulatory reporting requirements
    • Partner with data management team to identify and remediate data quality issues impacting reporting deliverables
  • Stakeholder Engagement
    • Collaborate with FSSA program areas, state leadership, and external stakeholders to understand reporting requirements and business priorities
    • Translate business objectives into reporting and analytics solutions
    • Act as a trusted advisor and subject matter expert, providing strategic guidance regarding analytics capabilities, reporting modernization, and data-driven decision-making

Required Qualifications:
  • 10+ years of IT experience
  • 6+ years of business and data analysis experience, preferably within healthcare or health and human services environments
  • 5+ years supporting health and human services programs such as Medicaid, public health, behavioral health, long-term services and supports (LTSS), and child welfare
  • 3+ years supporting Enterprise Data Warehouse (EDW) environments and enterprise reporting programs
  • 3+ years managing analytics, reporting, business intelligence, or Business Analysis teams
  • 3+ years of experience using strong SQL and data analysis skills to extract, validate, and interpret complex datasets
  • 3+ years of experience gathering, documenting, and translating business requirements into actionable reporting and analytics solutions
  • 3+ years of experience with business intelligence platforms including Power BI, Cognos, Tableau, or similar enterprise reporting tools
  • Experience with Medicaid data domains
  • Demonstrated experience reporting SLAs and manage strict operational timelines
  • Demonstrated experience on providing strategic guidance to clients, executive leadership, and key stakeholders

Preferred Qualifications:
  • Experience using JIRA, Azure DevOps, or similar work management platforms
  • Experience supporting Medicaid Enterprise Systems (MES), MMIS, Medicaid Data Warehouses, or Social Services Data Warehouses
  • Experience supporting cloud-based analytics platforms such as Snowflake, Azure, Databricks, or equivalent technologies
  • Experience working within Agile delivery frameworks and leading analytics teams in Agile environments
  • Experience establishing reporting governance models, data governance practices, and analytics operating procedures
  • Possess a working knowledge of business process modeling
  • Solid working knowledge of change management, incident management, and project management methodologies
  • Knowledge of CMS reporting requirements, T-MSIS, encounter reconciliation, eligibility systems, and healthcare claims processing

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $112,700 - $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
