Position Overview

The Program Evaluation Analyst conducts data-driven, evidence-based rapid cycle program evaluations and analyses for the organization, including internal professional services and member strategies. This position will partner with OCHIN leaders and subject matter experts to develop, implement, and report out on program evaluations and analyses that drive change and innovation across the organization. Please note: This position is funded through a contract. Continued employment is contingent upon contract renewal or extension, and organizational needs.


Essential Duties

  • Conduct systematic literature reviews to inform program evaluation and analyses
  • Conduct rapid-cycle evaluations and analytics to understand the impact of OCHIN initiatives (e.g., OCHIN's Release Program, Builder Program, Credentialing Services, OCHIN's Health Center Controlled Network (HCCN), Preferred Technology Partners)
  • Conduct projects that elevate the needs of internal and external stakeholders to improve their experience
  • Communicate and partner with subject matter experts in order to design, develop, and execute evaluation plans
  • Collect, validate, analyze, and interpret quantitative and qualitative data-based findings towards refinement of program efforts and determination of evidence-base for program interventions
  • Establish an evaluation framework and identify tools that can be applied to evaluation and analytics projects to support OCHIN's ability to disseminate learnings
  • Establish and implement equity, justice, and data de-colonization frameworks that can be applied to data analytics projects on the Evaluation and Analytics Team
  • Analyze and process data sets utilizing advanced querying, visualization, and analytics tools
  • Build, maintain, and continuously seek opportunities to improve systems and processes for assigned data collection, analysis, and reporting (e.g., program evaluations, HCCN activities, other assigned projects)
  • Manage multiple evaluation and analysis projects simultaneously to help OCHIN improve our products and services Generate high quality, readily interpretable deliverables (e.g., data tables, graphs, charts, study reports, dashboards) and package findings for executive level stakeholders
  • Assist OCHIN in obtaining and using data to drive distinction, advance OCHIN's strategic priorities, and improve outcomes
  • Build and maintain relationships with internal and external stakeholders
  • Work and communicate across disciplines and OCHIN teams
  • Actively participate in internal OCHIN cross-departmental project teams as needed (e.g. Research,Clinical)


Requirements
  • Minimum of three (3) years of experience in rapid cycle evaluation, research, data analytics, or implementation science
  • Bachelor's degree in healthcare (e.g. public health, health promotion, nursing), applied mathematics, statistics, or a related field required; master's degree preferred
  • Experience working with quantitative or qualitative software preferred
  • Experience creating reports, charts, and graphs desirable
  • Experience in a telecommuter role desirable, including use of remote technologies (e.g. Zoom)
  • Demonstrated experience with program evaluation
  • Excellent interpersonal, intercultural, and customer service skills
  • Excellent communicator with the ability to successfully communicate with a wide range of roles and personalities, both written and spoken
  • Possess a learning mindset and curiosity for new knowledge
  • Strong time management skills and demonstrated capability to work on multiple projects at one time
  • Strong organizational skills, especially around documentation and information management

Prior to moving forward to the team interview, all candidates are required to complete a 50-60-minute competency assessment. The assessment gives us insights into how your strengths, preferences, and work style align with the OCHIN's nine core competencies. It's not about passing or failing-it's about understanding fit and setting you up for success.


Physical Requirements/Work Environment:

  • Constant interpersonal skills, teamwork, and customer service. Frequent creativity, mentoring, presentations/teaching. Occasional decision making and independent judgment or action.
  • Reading, speaking, writing, and understanding English.
  • While performing the duties of the job, the employee is regularly required to sit for long periods of time; stand and walk; use hands to finger, handle or feel; reach with hands and arms.
  • This position requires a virtual home-office environment, working remotely.
  • The role routinely uses standard office equipment such as computers and mobile devices.
  • Travel is required to support OCHIN's business requirements for Go-Live installations or training which may require travel by air, vehicle, or train.

Work Location and Travel Requirements: OCHIN is a 100% remote organization with no physical corporate office location. Employees work remotely from home and many of our positions also support our member organizations on-site for new software installations. Nationwide travel is determined based on OCHIN business needs. Please inquire during the interview process about travel requirements for this position. Work from home requirements are:
