We are hiring a full-time permanent opportunity for a Manager, Capital Governance & Data Management This role is part of the Finance team working out of the Rossdale Water Excellence Building at the Rossdale Water Treatment Plant in Edmonton, Alberta.

The Manager, Capital Governance & Data Management, leads the collection, analysis, and reporting of Water CGR capital data to support stakeholder communication and informed decision-making. This role oversees the governance and reporting of EWS capital projects by applying organizational policies and capital best practices, while supporting forecasting, budgeting, performance reporting, and lifecycle management. The Manager also provides advanced analytics and visualizations to support capital investment decisions, policy compliance, and spending approvals.

What you’d be responsible for

In the role of Manager, Capital Governance & Data Management is accountable to the Associate Director, CGR and will have the following key accountabilities (but are not limited to these):

Planning 

  • Participating in the development of Capital Plan for the Business Unit and the identification of objectives and priorities (annual work plan) for the upcoming year.
  • Proactively identify, assess, and monitor risks, constraints, and dependencies that may impact the successful delivery of the capital program and annual work plan.

Operational Excellence

  • Ensure adherence to processes, procedures and standards.
  • Identify and implement process changes to ensure effective, efficient service delivery.

Execution

  • Execute the annual objectives and priorities (annual work plan).
  • Remove roadblocks and address issues / problems / concerns related to ensure annual targets can be met.
  • Respond to shifts in priorities as required.
  • Ensure that work is completely safely and efficiently.

Talent

  • Create capable, committed and high-performing team.
  • Set appropriate performance objectives for each team member.
  • Hold team members accountable for achieving results and demonstrating required behaviors.

  • Design, implement and maintain analytical models to support capital forecasting, budgeting and capital planning.
  • Establish and govern capital performance measurement frameworks, including key performance indicators (KPIs) and dashboards, to monitor portfolio health, drive accountability, and enable data-driven decision-making.
  • Collaborate with stakeholders to advance reporting capabilities by establishing data quality and reporting best practices.
  • Support and provide guidance on the Capital Investment Policy

What’s required to be successful

Qualifications, experience and behaviours you possess are:

  • Undergraduate or graduate degree in Data Analytics, Data Science, Statistics, Computer Science, Engineering or other relevant degree.
  • 5+ years of experience in a combination of:
    • Technical experience with data analytics or data science applications and techniques.
    • Technical experience with databases and data lakes including data relationship building.
    • Leading in a supervisory capacity.
    • Experience using Power BI for data analytics, reporting, and visualization.
    • Project management or project governance.
  • Technical skills that include:
    • Strong foundation in data analytics, data management, relational databases, data modelling, orchestration, visualization, and data governance.
    • Proven ability in business analysis and end‑to‑end data/technology project planning, including scoping, prioritization, design, and delivery.
    • Demonstrated experience designing executive‑level dashboards and delivering clear, compelling data‑driven insights.
    • Extensive knowledge of project management practices across the full lifecycle (initiation to close‑out), including PMBOK and capital asset execution.
    • Strong analytical and critical‑thinking skills applied to project management, investment planning, and process improvement initiatives.
    • Proficiency in SQL, Python, Power BI (DAX), and the Microsoft Office Suite (Excel, Access, Project, Visio, SharePoint, Outlook).
    • Experience with financial, project, and enterprise resource planning systems (e.g., Oracle Projects, Oracle BI) and cloud data platforms (e.g., Azure Databricks) considered strong assets.
    • Demonstrated capability in process development, process mapping, and development of training or process documentation.
    • Working knowledge of financial and accounting concepts, including budgets, forecasts, trend and variance analysis, forecasting techniques, portfolio optimization, and sensitivity analysis.
    • Ability to think creatively and recommend innovative approaches to improve efficiency and reduce costs.
