Job Description We are seeking an Advisor Data Analyst to join our team supporting the Population Health Management (PHM) project for Medicaid in California. The role develops and maintains ad-hoc reports and dashboards and designs, develops, and validates analytics and delivery documentation for the PHM Service. The ideal candidate has experience in population health management, HEDIS, health quality, and related domains. Responsibilities: Design, implement, and maintain complex databases, access methods, validation checks, security, documentation, and statistical methods to meet client requirements. Review and edit data requirements and documentation using prescribed tools and standards to align with company guidelines and client specifications. Monitor standards and procedures and recommend revisions to address changing market demands and ensure consistency across databases. Apply data analysis and data modeling techniques to establish, modify, or maintain complex data structures and components to improve efficiency. Investigate and resolve significant technical database issues to ensure client satisfaction. Provide work direction and guidance to less experienced personnel using data structures and components to meet business specifications. Deliver training on data modeling techniques and integration into information systems to ensure consistency across database development and maintenance. Research client business objectives and data requirements to ensure developed databases meet needs. Communicate with clients to resolve data-related discrepancies and correct errors. Create and maintain ad-hoc reports and dashboards to support PHM operations and stakeholder reporting. Required Skills & Qualifications: Bachelor's degree or equivalent combination of education and experience. Degree in information systems, computer science, or related field preferred. Six or more years in programming or data analysis, including data administration, repository management, database creation, and data warehousing standards and tools. Experience with HEDIS, health quality, and population health management, including collection, analysis, and reporting of HEDIS data from claims, medical records, and EHRs. Ability to interpret and apply current HEDIS specifications and ensure compliance with reporting requirements. Proficiency in data analysis tools such as SQL, Python, or R, and experience with data visualization tools such as Tableau or Power BI. Experience with relevant programming languages and relational databases for database management and software development. Experience with company-used database and statistical software and product configurations. Experience with security software, domain structures, user authentication, and digital signatures. Experience configuring and installing operating systems and application software. Preferred Skills: Experience in Medicaid or public sector health data platforms.
