Job Summary

This role is accountable for directing and governing key financial operations and analytical functions for the Department of Paediatrics. The incumbent provides professional financial expertise, planning support, and operational oversight, while advising senior leaders on financial performance, risks, and strategic implications.

The Department of Paediatrics is an integrated UBC Faculty of Medicine and PHSA department with approximately $120M in annual revenues and expenditures and $32M in research funding.

This role owns the coordination, integrity, and analysis of financial activities spanning departmental operations related to accounts payable and accounts receivable activities related to general operating, research, and fee-for-service programs, ensuring accurate reporting, policy compliance, and informed decision-making.

Organizational Status

The position reports to the Senior Finance Manager and Senior Director, Department of Paediatrics. The role operates with substantial independence within established financial frameworks and partners cross-functionally with departmental administrators, faculty, UBC Finance, PHSA Finance, and external stakeholders.

Work Performed

Financial Planning, Analysis, and Advisory Support

Manages budget development inputs and executes quarterly forecasting activities for assigned portfolio sections across both UBC and PHSA. Analyzes, interprets financial results, prepares variance explanations, and advises senior leadership on trends, risks, and corrective actions.

Develops and maintains financial models, dashboards, and analytical tools that consolidate multisource data to support operational and strategic decision-making.

Financial Operations Oversight and Governance

Oversees and is accountable for end-to-end accounting outcomes for assigned portfolios, including the review, authorization, and quality assurance of journal entries, accruals, reconciliations, revenue recognition, and cost recoveries performed by CUPE staff, ensuring compliance with GAAP, UBC, and PHSA policy.

Directs month-end and year-end close activities from an oversight and approval perspective and evaluates internal control effectiveness, recommending process and control enhancements as needed.

Accounts Receivable and Cost Recovery

Provides operational oversight and professional accountability for departmental accounts receivable, bill-back, and cost recovery functions, ensuring work performed by CUPE staff is accurate, compliant, and aligned with financial policies and recovery objectives.

Research, Grants, and Compliance Advisory

Advises faculty and research staff on grants and contracts, interprets sponsor and institutional requirements, monitors spending and forecasts balances, and identifies financial risks requiring management action.

Delegation of Transactional Duties

Transactional accounting activities (e.g., invoice processing, data entry, routine reconciliations, and accounts payable/receivable processing) are performed by CUPE-designated roles. This position is accountable for oversight, review, escalation, and resolution of complex, non-standard, or high-risk financial issues.

Consequence of Error/Judgement

Work is expected to be accurate, complete, and compliant with University and Departmental policy. The impact of error in this position is very high because the results of the information prepared could affect the amount of future funding provided by the UBC, PHSA, and the Ministry of Health. Furthermore, errors in coding, reconciliation, or billing can lead to over/under expenditures, incorrect charges to projects or units, audit findings, and payment delays to vendors or staff. Such inaccuracies could damage relationships with faculty and funders and cause them to lack confidence in the Faculty's ability to manage funds, resulting in significant reputational risk. The incumbent must exercise sound judgment in escalating issues and maintaining the confidentiality of sensitive financial information.

Supervision Received

The position reports to the Senior Finance Manager and Senior Director, Department of Paediatrics. The role operates with substantial independence within established financial frameworks and partners cross-functionally with departmental administrators, faculty, UBC Finance, PHSA Finance, and external stakeholders.

May direct, prioritize, and coordinate the work of CUPE finance staff, temporary employees, or students, with accountability for quality, timeliness, and adherence to established financial procedures.

Minimum Qualifications

  • Undergraduate degree in a relevant discipline. Completion of at least 7 of the 14 CPA academic prerequisites. Minimum of two years of related experience, or the equivalent combination of education and experience.

  • Strong attention to detail and ability to manage multiple priorities and deadlines. Proficient with Microsoft Excel (pivot tables, lookups), Word, and Outlook. Demonstrated customer service, communication, and teamwork skills.

  • Willingness to respect diverse perspectives, including perspectives in conflict with one's own.

  • Demonstrates a commitment to enhancing one's own awareness, knowledge, and skills related to equity, diversity, and inclusion.

Preferred Qualifications

Technical Accounting & Systems

  • Experience with reconciliations, journal entries, AP/AR, and month-end close activities.

  • Experience with fund accounting, financial control, and policy interpretation.

  • Experience using large enterprise systems (ERP) such as Workday Finance and PeopleSoft.

  • Advanced proficiency with Microsoft Office, specifically Excel (pivot tables, lookups, and financial modeling).

  • Experience working with different computer systems, specifically accounts receivable and medical billing systems.

  • Knowledge of GST/PST/HST rules applicable to university and health authority transactions.

  • UBC FMS certification is considered an asset.

Analytical & Operational Skills

  • Ability to perform complex analyses, prepare clear variance commentary, and create financial dashboards.

  • Ability to analyze problems, identify key information, and effectively resolve discrepancies.

  • Ability to apply generally accepted accounting principles (GAAP) in an appropriate manner.

  • Ability to be highly organized and maintain accuracy and attention to detail while managing large volumes and a wide variety of tasks.

  • Ability to work effectively under pressure to meet strict deadlines in a fast-paced environment.
