Job description

JOB SUMMARY

An individual in this position is responsible for directing the City of Texas City's Engineering activities, Planning activities, and Building Inspections.

ESSENTIAL JOB FUNCTIONS
  • Supervises the preparation of capital improvement and Public Works contract documents and projects.
  • Supervises the review of engineering plans, development plans, subdivision plats and rezoning requests.
  • Makes recommendations and gives approval on technical matters; makes recommendations for future utility, street, drainage and bond program projects; responsible for administration of traffic control measures and street light program, provides liaison with other governmental agencies and utilities.
  • Coordinates pipeline repair permits and new pipeline installations.
  • Provides technical assistance to the Mayor, the City of Texas City Commissions and other City of Texas City Departments and appointed boards.
  • Prepares and provides technical planning information to the City of Texas City Commission, City of Texas City Planning Board, Zoning Commission, Board of Adjustment, and the general public.
  • Administers zoning ordinances, subdivision regulations, site, and landscape plan reviews.
  • Organizes and conducts planning related studies.
  • Plans, organizes, and administers review of development proposals for conformance to the City of Texas City codes and ordinances, including coordination with other City of Texas City departments.
  • Participates in transportation related entities including Houston-Galveston Area Council TPC and TAC, and Gulf Coast Transit District.
  • Coordinates with TxDOT and Galveston County Engineer's office.
  • Participates with Gulf Coast Water Authority in matters affecting water supply contracts.
  • Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
  • Bachelor's degree in Civil Engineering or a related field required; Masters degree preferred;
  • Eight (8) years' experience in a Civil Engineering practice, preferably with a municipal or county government;
  • Professional Engineer currently registered in the State of Texas, or the ability to obtain within six (6) months of employment.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of the City of Texas City operations, policies, and procedures.
  • Knowledge in Civil Engineering design and construction and related fields.
  • Skill in the use of computers and software applications related to Civil Engineering.
  • Skill in effective communication, both verbally and in writing.
  • Ability to work independently with minimal supervision.
  • Ability to establish and maintain effective working relationships with other personnel and the public.
PHYSICAL DEMANDS

The work is sedentary work and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Employee must have the visual and hearing acuity to read documents, construction plans, and inspect construction work safely in traffic and dangerous construction situations. Employee must be able to communicate effectively with the public by writing and by telephone. Must be able to walk, climb, and work outdoors in adverse weather conditions while reviewing projects and citizen complaints. Must sit and stand for extended periods of time while performing routine office and administrative duties.

WORK ENVIRONMENT

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
