Trucking Operations Manager / Dispatcher
US Rail & Logistics - Portsmouth, VA
Position Summary
US Rail & Logistics is seeking a highly organized, self-motivated Trucking Operations Manager / Dispatcher to lead the daily operations of our trucking fleet serving the Hampton Roads region.
This position is responsible for managing our drivers, business development, dispatching loads, coordinating customer requests, maintaining regulatory compliance, and ensuring our trucking operation runs safely and efficiently. We are looking for someone who takes ownership of the operation, anticipates problems before they occur, and keeps both customers and drivers informed.
The ideal candidate is equally comfortable working in the office, communicating with customers and drivers, and stepping into the field when needed. A CDL is strongly preferred, as this individual may occasionally assist with deliveries, move equipment, or provide operational support during staffing shortages or emergencies.
Position Responsibilities
Driver Management
  • Supervise and support company CDL drivers.
  • Schedule daily driver assignments and routes.
  • Monitor driver productivity and performance.
  • Ensure drivers have the resources needed to safely complete assigned work.
  • Coach drivers on company policies, customer service, and safety expectations.
  • Assist with hiring, onboarding, and training new drivers.

Dispatch & Customer Service
  • Coordinate daily dispatch activities and scheduling.
  • Receive and manage customer transportation requests.
  • Build efficient schedules that maximize equipment utilization and driver productivity.
  • Communicate schedule changes and delays with customers and drivers.
  • Ensure loads are completed safely and on time.
  • Maintain excellent customer relationships through proactive communication and responsiveness.

Fleet & Equipment Coordination
  • Coordinate truck and trailer availability with operations.
  • Work closely with the maintenance department to schedule preventative maintenance and repairs.
  • Monitor equipment utilization and downtime.
  • Ensure drivers complete pre-trip and post-trip inspections.
  • Assist in maintaining a clean, organized, and professional fleet.

Compliance & Safety
Take ownership of maintaining compliance with all applicable DOT, FMCSA, customer, and company requirements, including:
  • CDL qualification files
  • Driver medical certificates
  • Driver license monitoring
  • Hours of Service compliance
  • Drug & alcohol testing program coordination
  • Annual driver reviews
  • Vehicle registration and permitting
  • Insurance documentation
  • Accident reporting and investigations
  • DOT inspections and corrective actions

Maintain accurate documentation and ensure all required records remain current.
Customer Credential Management
  • Coordinate customer site access and badging requirements for drivers.
  • Maintain driver credentials required for secure facilities.
  • Ensure all customer-specific compliance requirements are met before dispatching drivers.
  • Coordinate renewals of TWIC cards, badges, and other required credentials as applicable.

Operational Leadership
  • Take ownership of the day-to-day trucking operation.
  • Identify opportunities to improve efficiency and customer service.
  • Develop processes that improve dispatching, communication, and fleet utilization.
  • Assist management with budgeting, reporting, and operational planning.
  • Monitor key performance indicators including on-time performance, equipment utilization, and driver productivity.

Operational Support
  • Maintain a valid CDL (preferred).
  • Operate company vehicles when operational needs require.
  • Assist with deliveries or driver coverage during emergencies, vacations, or staffing shortages.
  • Respond to customer or operational issues after hours when necessary.
  • Participate in an on-call rotation as business needs require.

Qualifications
  • Minimum 5 years of trucking operations, dispatch, or fleet management experience.
  • Previous supervisory or management experience preferred.
  • Strong knowledge of DOT and FMCSA regulations.
  • Experience managing CDL drivers.
  • Excellent communication and organizational skills.
  • Strong computer skills including Microsoft Office and transportation management software.
  • Ability to prioritize multiple tasks in a fast-paced environment.
  • Valid driver's license required.
  • Class A CDL strongly preferred.
