Overview

Nakupuna Prime is looking for a Program Manager to provide overall leadership, oversight, coordination, and management for the DAI Financial System Support Services contract supporting the Joint Staff (JS) Operating Unit. The Program Manager serves as the primary interface between the Government and contractor personnel and is responsible for ensuring successful execution of all contract requirements, deliverables, quality control activities, customer engagement efforts, and operational support functions related to Defense Agencies Initiative (DAI) sustainment and financial management support services.

  • Provide overall program leadership and management for all contract activities supporting the Joint Staff DAI Operating Unit. 
  • Serve as the primary point of contact between the Government, Contracting Officer Representative (COR), and contractor personnel. 
  • Develop, implement, maintain, and update the Project Management Plan (PMP), Work Breakdown Structure (WBS), Quality Control Plan (QCP), and associated management documentation. 
  • Oversee execution of contract deliverables, ensuring compliance with required schedules, quality standards, and performance metrics. 
  • Manage workforce planning, staffing coordination, task assignments, and contractor resource allocation. 
  • Conduct quality assurance and quality control reviews of all reports, deliverables, briefings, and customer support activities. 
  • Monitor contractor performance and ensure compliance with all applicable federal, Department of Defense (DoD), and Department of War (DoW) policies, regulations, and procedures. 
  • Coordinate monthly status reporting, communication initiatives, customer outreach activities, and executive briefings. 
  • Support auditability requirements and ensure contractor performance of assigned Complementary User Entity Controls (CUECs). 
  • Coordinate Governance, Risk, and Compliance (GRC) reporting activities and support annual user access reviews. 
  • Oversee Tier I Help Desk operations and ensure ticket management processes meet contractual performance thresholds. 
  • Provide Tier I Help Desk support for DAI users during established business hours. 
  • Receive, track, document, prioritize, and resolve customer incidents using the contractor-provided ticketing system. 
  • Perform technical troubleshooting and diagnostics for DAI user issues. 
  • Escalate unresolved issues to DAI PMO Tier II Help Desk support or liaison with the Joint Service Provider (JSP) as required. 
  • Provide timely responses to users and maintain accurate records of support activities. 
  • Identify process improvement opportunities and recommend operational efficiencies to Government leadership. 
  • Support implementation and sustainment of Robotic Process Automation (RPA) and approved Artificial Intelligence (AI) initiatives. 
  • Coordinate support for System Integration Testing (SIT), User Acceptance Testing (UAT), training activities, and reporting operations. 
  • Ensure effective communication and coordination among all functional support teams. 
  • Monitor contract risks, issues, dependencies, and corrective action activities. 
  • Ensure contractor personnel comply with all security, training, and Non-Disclosure Agreement (NDA) requirements. 
  • Support transition activities during phase-in and throughout the period of performance. 
  • Develop and deliver instructor led training to end users at a client site location or virtually, as requested. 
Qualifications

Skills/Qualifications:  

  • Strong leadership, organizational, and program management skills. 
  • Demonstrated ability to manage complex DoD or federal financial management support programs. 
  • Knowledge of Defense Agencies Initiative (DAI), Oracle Federal Financials, ERP systems, and financial management operations. 
  • Experience managing multi-disciplinary support teams in dynamic customer environments. 
  • Strong written and verbal communication skills. 
  • Ability to develop executive briefings, management reports, and customer communications. 
  • Knowledge of audit readiness, internal controls, Governance Risk and Compliance (GRC), and CUEC requirements. 
  • Ability to analyze operational challenges and implement process improvements. 
  • Proficiency with Microsoft Office Suite, Microsoft Teams, SharePoint, and project management tools. 
  • Ability to work independently with minimal supervision. 

Education/Experience:  

  • Minimum of five (5) years of program management experience. 
  • Minimum of three (3) years of experience working in a Department of Defense/Department of War business operations environment. 
  • Minimum of three (3) years of experience supporting Defense Agencies Initiative (DAI). 
  • Minimum of three (3) years overseeing Department of Defense or federal programs. 
  • Bachelor's degree from an accredited college or university in business administration, finance, information systems, management, or related field preferred. 

Certification:  

  • Project Management Professional (PMP) certification preferred. 
  • ITIL certification preferred. 

Clearance Requirements: Active Secret Security Clearance required. 

Travel: Travel will not occur regularly and will typically be less than 5% of the time. 

Work Location: Work will primarily be performed remotely or at contractor facilities; however, on-site support, meetings, and training may be required at Government facilities including the Pentagon, National Defense University, Suffolk Compound, and other designated Government locations in the National Capital Region. 

The primary on-site Place of Performance is the Joint Staff, Office of the Comptroller, The Pentagon, Washington, D.C. 20318, room 1E588.  In-person meetings and/or trainings may also be required at the following sites:  

  • National Defense University, 300 5th Ave, Washington D.C. 20318 
  • Joint Staff Suffolk Compound 116 Lake View Pkwy, Suffolk, VA 23435 
  • Joint Interagency Task Force, 4800 Mark Center Drive, Alexandria, VA 22311 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:  

  • Ability to perform repetitive motions with the hands, wrists, and fingers.  
  • Ability to engage in and follow audible communications in emergency situations.  
  • Ability to sit for prolonged periods at a desk and working on a computer. 

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $180,000.00 to $195,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
