Position Summary
The Program Manager shall serve as the senior contractor representative responsible for overall contract execution, operational performance, customer engagement, staffing management, quality assurance, risk management, and compliance with all Performance Work Statement (PWS) requirements supporting a major IT services contract for the U.S. Army. The PM shall oversee all technical and administrative operations supporting enterprise IT, cybersecurity, systems engineering, software development, service desk operations, and infrastructure modernization efforts.
Key Responsibilities
  • Provide overall leadership, management, and supervision of contractor personnel supporting the IMAS contract.
  • Serve as the primary interface with the Contracting Officer (KO), Contracting Officer’s Representative (COR), Government leadership, and supported stakeholders.
  • Manage contract performance across all task areas including:
    • Network Management amp; Telecommunications
    • System Management
    • Cybersecurity
    • Service Desk Operations
    • Software Development
    • Asset Management
    • Backup and Disaster Recovery
  • Ensure compliance with all applicable Army, DoD, RMF, NIST, and cybersecurity requirements.
  • Manage staffing, recruitment, retention, employee onboarding, and transition activities.
  • Monitor program risks, performance metrics, SLAs, deliverables, and operational readiness.
  • Lead continuous process improvement initiatives aligned with DoD digital modernization objectives.
  • Oversee quality assurance and ensure all CDRLs are submitted accurately and on schedule.
  • Coordinate surge support and 24/7 operational support requirements as needed.
  • Provide executive-level reporting, briefings, and strategic recommendations.
Minimum Qualifications
  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or related field.
  • Minimum 10 years of experience managing large-scale enterprise IT programs.
  • Minimum 5 years supporting DoD or Army IT/cyber programs.
  • Demonstrated experience managing large enterprise IT operations and managing multi-vendor/subcontractor efforts
  • Experience supporting RMF, cybersecurity compliance, and enterprise modernization initiatives.
  • Knowledge of ITIL, Agile, DevSecOps, and continuous improvement methodologies.
Preferred Qualifications
  • PMP certification.
  • Experience with MBSE and digital engineering initiatives.
Security Clearance
Active Secret clearance required; TS/SCI preferred.
