The Program Manager will serve as the primary management interface with Government leadership and will be responsible for overall contract performance, staffing, quality control, risk management, technical coordination, and successful delivery of IT services supporting customers marine and aviation mission environments.Location: Hybrid - Norfolk, VA; Washington, DC; and/or Lakeland, FLKey Responsibilities:Lead overall contract operations and ensure successful execution of all Statement of Work (SOW) requirementsServe as the primary Contractor management interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), Technical Monitor (TM), and other Government stakeholdersOversee personnel, staffing, scheduling, deliverables, quality control, performance, and contract complianceManage cross-functional teams supporting Program Management, Cybersecurity, Service Desk Support, Network Provisioning, Systems Engineering and Administration, Software Development, Acquisition Support, and IT Surge SupportDevelop and maintain the Program Management Plan, Staffing Plan, Quality Control Plan (QCP), Communication Plan, and associated management documentationLead transition, onboarding, workforce continuity, recruitment, retention, and succession-planning activitiesConduct and support recurring program status meetings with Government stakeholdersEnsure timely submission of monthly status/progress reports and other contract deliverablesMaintain program action items and ensure timely resolution of technical, operational, staffing, and management issuesMonitor contract performance metrics and implement corrective actions when necessaryIdentify, track, mitigate, and communicate programmatic, technical, staffing, schedule, and operational risksCoordinate activities across geographically dispersed marine, aviation, and enterprise IT environmentsEnsure personnel comply with applicable NOAA security, training, information-protection, and Government property requirementsMaintain effective professional relationships with Government, Contractor, and industry personnelRequired Skills:Experience:Minimum 10 years of progressively responsible IT experienceMinimum 5 years of experience managing complex IT programs, projects, or service-delivery contractsExperience managing multidisciplinary teams supporting IT infrastructure, cybersecurity, networking, systems administration, service desk, and/or software developmentExperience managing Federal Government or comparable mission-critical IT programsEducation:Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, Program Management, or related fieldClearance:Ability to satisfy all Government security, suitability, and access requirements applicable to the positionCertifications / Tools:Experience with Microsoft Office, collaboration platforms, project management tools, and performance/reporting toolsPMP or equivalent program/project management certification preferredDesired Skills:Experience:NOAA, Department of Commerce, DoD, or other Federal IT program experienceExperience supporting marine, aviation, scientific, remote, or mission-critical operational environmentsExperience supporting geographically distributed teams and systemsExperience with high-latency/low-bandwidth satellite-connected environmentsEducation:Master's degree in a technical, business, or management disciplineCertifications / Tools:PMP certificationITIL or related IT Service Management certificationCompensation:At Graham Technologies, we believe in treating everyone with fairness and respect.
