Job Description:

We are seeking an experienced and highly motivated Information System Security Manager (ISSM) to lead cybersecurity efforts in support of critical mission and business objectives. This role is ideal for a seasoned professional who can translate complex cybersecurity requirements into clear business value and build well-reasoned cases for implementation with program leadership.

The successful candidate understands how to balance strong security controls with operational and business needs, ensuring compliance without losing sight of mission success. As the leader of a team of Information System Security Officers (ISSOs), the ISSM will oversee the execution of continuous monitoring activities, foster a high-performing team environment, and provide meaningful mentorship and career development support.

This position requires a confident communicator who can clearly brief government customers and program stakeholders on system security posture, advocate for sound risk-based decisions, and negotiate requirement fulfillment effectively. The ISSM must also work closely and collaboratively with Information Systems Security Engineers (ISSEs) to support the implementation and sustainment of security controls, without direct supervisory authority.

In addition, the role demands strong program execution skills. The ISSM will manage multiple concurrent efforts and must be adept at delegation, milestone tracking, and driving work to completion while maintaining control of scope, schedule, and cost.

Essential Functions:

Manage cybersecurity projects, deliverables, and risk throughout system and program lifecycles
Perform security control assessments and oversee execution of Continuous Monitoring Plans
Interface with program management, IT leadership, and functional engineering leads to develop and maintain secure networks and implement cybersecurity best practices
Coordinate with customer security representatives and operational leadership to provide status, complete deliverables, and facilitate assessment and authorization actions
Ensure all systems are comprehensively monitored for anomalous activity
Manage the spillage response process for areas of responsibility
Develop new concepts or standards which make significant and impactful improvements to processes, systems, solutions, or products
Provide tasking and guidance to ISSO team
Willingness to submit to a full scope (FS) polygraph investigation

Qualifications:

Bachelor's Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Active Top Secret/SCI security clearance with active counterintelligence (CI) polygraph
DoD 8140 qualifying certification (e.g. CISSP, Security+, GSLC, etc.) or within 3-month to start

Preferred Additional Skills:

Currently possess an active full scope polygraph
High level of personal motivation and initiative to learn and acquire new skills and a technical understanding of new technologies
9 years of prior relevant experience to include experience with networking equipment; experience interpreting vulnerability scanning results (e.g. Nessus, Rapid7, etc.); experience reviewing workstation, server, firewall, & IPS logs (e.g. Splunk); experience with SIEM, DLP, and/or UBA tools
Experience as an ISSM managing cybersecurity on classified systems under multiple agencies' JSIG, NISPOM Ch8, ICD 503, and/or NIST 800-53 implementations
Experience developing, managing, and providing evidence to close POA&Ms associated with the A&A and project management processes
Experience with diverse workstation and server operating systems, including but not limited to Microsoft and Linux offerings
Exceptional verbal, written, interpersonal and presentation skills
Excellent customer relationship building, analytical, time management, and task prioritization skills
Able to socialize ideas, make recommendations, and gain team consensus
Flexibility to adjust to changing requirements, schedules, and priorities
