Job Description

The Program Manager will be responsible for supporting the development and implementation of business and organizational strategy for a portfolio of programs in the Enterprise IT area. The position is located in the Aberdeen Proving Ground, MD. In this role the individual will be responsible for the technical, cost, and schedule performance for multiple programs. The Program Manager will be a key contributor to winning new business in the portfolio. Coordinates, monitors, and drives submission and tracking of engineering efforts to ensure successful performance against schedule and cost baselines. The candidate will also be responsible for career development discussions, merit planning and performance reviews.

Qualifications

PRIMARY OBJECTIVES OF THE SENIOR CYBER SYSTEMS ADMINISTRATOR
    Serve as senior program interface to the customer;
    Establish and flow-down customer requirements. Responsible for the cost, schedule and technical performance of contracts within the portfolio;
    Program Management responsibility to include creating program schedules, tracking program status, evaluating operational and technical alternatives;
    Provide expertise on the myriad of factors that influence cost, schedule, performance, and risk;
    Capable of planning, coordinating, and directing the activities of administrative, program, and technical personnel;
    Provides thought leadership to project analyses and process improvement activities;
    Matrix manages directors/managers from multiple departments to accomplish interdepartmental initiatives;
    Clearly documents and presents findings including creation of diagrams and procedure documentation;
    Capable of providing direction for operations and ensuring compliance with all management policies, plans, and procedures. Must be capable of providing recommendations for resolution of technical problems;
    Must have knowledge and experience with Department of Defense (DOD)/Army plans, policies, standards, and methods aimed at the acquisition and support of military systems.


QUALIFICATIONS AND EDUCATION REQUIREMENTS
    Minimum of fifteen (15) years' experience in information technology, program management or information technology or 10 years with a master's degree in Engineering, Computer Science/Systems/Cyber;
    Certification in information technology, program management or information technology is highly desired OR recognized industry equivalent professional certification PMP;
    Responsible for the performance of a relatively significant technical program or multiple smaller non-technical programs in accordance with contract requirements and company policies, procedures and guidelines;
    Communicates effectively with a wide variety of technical and non-technical audiences. Identifies, analyzes and defines project/program requirements and scope;
    Must be able to obtain and maintain a favorable government background check.
