Overview

CVP seeks a Technical Project Manager with a demonstrated experience leading large scale .NET projects in an Agile/DevSecOps environment. The professional in this role should be familiar with all phases of the software development lifecycle and will be responsible for managing/motivating multiple teams, developing schedules/milestones, identifying risks, and working with customers. The ideal candidate must have strong technical, communication, and organizational skills. 


Responsibilities

  • Manage multiple complex IT software development projects by developing project plans, risk and change management plans, quality assurance, communication, and transition plans. 
  • Work with the Government Project Manager to ensure successful planning and delivery of products to business stakeholders
  • Lead multiple technical staff on complex software development projects, assessing technology solutions and making recommendations. 
  • Keep CVP leadership and PMO apprised of project status, schedule, and risks. 
  • Possess intense focus on delivery and customer satisfaction. 
  • Manage cross-functional teams and resources across multiple projects. 
  • Work with partner organizations to achieve organizational goals. 
  • Adhere to client processes and use of specific tools. 
  • Ensure effective change control and configuration management to maintain consistency, maintainability, and reliability. 
  • Analyze complex, multi-task interrelated projects, assess risk, and recommend solutions for difficult problems. 
  • Identify and use architectural standards and principles for software applications to promote standardization, reuse, and minimize compatibility issues. 
  • Prepare detailed project plans including resource identification, level of effort, and budget projections at the subtask level. 

Qualifications

  • Bachelor's degree in computer science, Business, Information Technology, Engineering, or MIS. 
  • Minimum 6 years of experience successfully leading multiple projects and their resources to achieve strategic business goals.
  • Minimum 5 years of experience in Agile .NET implementations with a deep understanding of technology and technical aspects of the project, ability to comprehend the complexities of software design and databases and anticipate technical and business challenges to ensure products align well with the project's goals.
  • Extensive portfolio/program management experience with federal government agencies; NIH experience preferred
  • Experience managing IT projects in accordance with industry standard project management methodologies. 
  • Extensive experience using Jira, Confluence, GitHub. 
  • Excellent interpersonal, coordination, communication, leadership, and people skills. 
  • Extensive knowledge of Federal Information Technology regulations including NIST 800-53 rev 4/5. 
  • Technical knowledge of application code development, and infrastructure environments. 
  • Experience with cloud technologies, DevSecOps practices, and modern web development frameworks (C#, ASP.NET, MVC, React, Angular, Vue.js). 
  • Familiarity with IIS and SQL Server. 
  • Ability to obtain a Public Trust clearance 

Location

  • Rockville, MD (Hybrid)

Salary Band: $145,000-165,000 (Depending on experience)
