Job description

SALARY

$88,757.63

POSITION SUMMARY

Under general supervision, designs, develops, implements and quality assures curriculum for leadership development programs and activities for the Authority, while supporting occupational training curriculum. Implements innovative learning approaches including skills-based talent management, microlearning and e-Learning programs, and peer learning ecosystems to enhance leadership capabilities across the organization. Implements quality control initiatives to evaluate and improve the Authority's training and other organizational professional development initiatives.

PRIMARY RESPONSIBILITIES

             Curriculum Design & Development: Designs, develops and implements curriculum for CTA's career and leadership development programs and activities.

o             Designs curriculum for career and leadership development programs utilizing industry best practices and proven curriculum development processes.

o             Designs, develops and implements curriculum for leadership development programs and activities across all leadership levels.

o             Ensures that training content is designed in accordance with organizational policies, rules, procedures and regulatory agency requirements.

o             Develops and updates training materials including instruction guides, participant guides, presentations, handouts, evaluations and other course materials as necessary. 

o             Utilizes internal and external resources to develop occupational training curriculum and works closely with subject matter experts.

o             Utilizes content development tools to develop curriculum for in-person, online and blended learning occupational training initiatives.

o             Networks with transit industry organizations and agencies, professional development organizations and others to benchmark training curriculum.

o             Creates modern learning approaches including skills-based frameworks, eLearning, microlearning content, and collaborative learning environments.

             Quality Control & Evaluation: Develops and executes quality control measures for evaluating CTA's Learning & Support training activities.

o             Reviews internal and external training materials to ensure consistency of style, writing standards/language and consistency with Authority requirements and best practices.

o             Uses statistical methods and analysis to evaluate the outcomes and effectiveness of training programs.

o             Utilizes surveys, interviews and focus groups to assess training needs of the Authority and develops curriculum and/or coordinates resources as applicable

o             Monitors employee participation and follows up on inquiries.

o             Attends training sessions, makes observations and provides feedback to instructors/facilitators for future program improvements.

o             Coordinates team as needed to attend trainings, make observations and provide feedback to instructors.

             Training Facilitation: Develops and facilitates training.

o             Facilitates virtual, hybrid, and in-person instructor-led training.

o             Creates training curriculum through analysis, dialogues with key stakeholders and validation of materials.

o             Uses instructional techniques/formats, such as role playing, simulations, team exercises, group discussions, videos and lectures to prepare and deliver training programs and train-the-trainer sessions on a range of topics to diverse audiences.

o             Coordinates logistics for training and instructional workshops.

o             Develops or obtains and organizes training procedure manuals, guides and course materials (such as handouts and visual aids).

             Learning Technology Implementation:

o             Integrates AI technologies for personalized learning experiences and programming

o             Pilots and scales VR/AR applications for specialized training needs

o             Manages LMS content, reporting, and analytics to measure program effectiveness

o             Leverages emerging technologies to enhance learning experiences and improve training outcomes

             Research & Development:

o             Conducts research and attends professional development meetings, seminars, conferences or webinars to keep up with the most recent tools and hot topics in the field.

o             Makes recommendations for potential changes in training operations and leadership development based on research findings.

o             Composes bulletins and standard operating procedures to educate operating personnel of updates and changes and to complement training classes.

             Performs related duties as assigned, including working on special projects and preparing special reports.

             Maintaining CTA's curriculum development process to ensure accurate information is conveyed to all employees in a timely and organized manner.

             Ensuring quality control procedures in each phase of CTA's established curriculum development process.

             Implementing innovative learning solutions in a public sector environment.

EDUCATION/EXPERIENCE REQUIREMENTS

             Bachelor's degree in Instructional Design, Instructional Technology, Adult Learning, or related field, plus three (3) years of experience working in a training environment including validating programs and successfully implementing curriculum development, or an equivalent combination of education and experience related to this position.

             Experience in the transportation industry is a plus.

             Experience implementing L&D innovations and emerging technologies (such as e-Learning, AI, VR, LMS, skills-based frameworks, microlearning, or learning ecosystems) preferred.

             Valid Driver's License (DL) required.

PHYSICAL REQUIREMENTS

             Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

             Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

             Detailed knowledge in using instructional design methodologies.

             Detailed knowledge of training delivery techniques, facilitation and adult learning principles.

             Detailed knowledge of the latest video editing software tools, and techniques.

             Working knowledge of emerging technologies in L&D including AI, VR, and LMS capabilities.

             Working knowledge of skills-based talent management frameworks and competency modeling.

             Advanced skills in curriculum development.

             Strong customer service skills.

             Strong organization, analytical and problem-solving skills.

             Strong project management skills.

             Strong verbal and written communication skills.

             Strong attention to detail.

             Intermediate skill in MS Office, SharePoint, learning management systems, Adobe InDesign, Adobe Photoshop, Articulate Storyline, Canva and Survey Monkey.

             Strong video editing skills.

             Ability to work collaboratively across multiple levels of the organization, with subject matter experts, to develop and deliver training programs.

             Ability to maintain confidentiality.

             Ability to adapt in a fast-paced, large system environment.

             Ability to work independently, under general instructions, on multiple projects.

             Ability to multi-task and balance a robust project portfolio.

WORKING CONDITIONS

             General office environment.

             Travel throughout the CTA service area.

             Required to provide training and meet with subject matter experts on various shifts.
