Job Summary
Works directly with students, staff and administration at the school level to provide expertise in the operation and delivery of Career and Technical Education (CTE) programs to high school students. Provides guidance, technical services and support to all like CTE programs throughout the District to ensure equity in the quality, capacity, and access to all CTE students.
Essential Functions
• Monitors CTE programs to ensure implementation fidelity.
• Organizes and conducts regular on-site CTE programmatic evaluations/observations.
• Provides technical assistance to industry specific Career and Technical Education programs in CTE high schools and CTE programs in non-CTE high schools.
• Plans, develops and implements innovative programs in alignment with emerging high priority occupations (regional, state and federal) in order to provide a meaningful educational opportunity.
• Analyzes the labor market and stays abreast of new and emerging developments; makes recommendations pertaining to the development and approval of new CTE programs, revisions to existing programs and/or the termination of obsolete programs.
• Plans, develops, implements and maintains partnerships with business and industry, postsecondary and community partners.
• Establishes and participates in various committees and task forces to help develop and evaluate programs.
• Administers processes for program evaluation.
• Researches and identifies industry types of materials and equipment for use in the respective CTE program and follows the budgeting and procurement process through to the installation phase.
• Assists in the development and implementation of recruitment activities for CTE programs.
• Facilitates strategic planning processes in industry specific CTE program areas.
• Provides administrative support and serves as a resource to school-level administration, career development specialists, and teachers.
• Researches, identifies, and coordinates industry-recognized student and/or teacher certification(s) as relevant to their specific industry.
• Recruits, interviews, evaluates industry-related experience and skills of CTE teacher candidates andrecommends teachers as per the needs of the District and the requirements of the state.
• Coordinates and oversees new teacher support with the Temple Occupational Competency Assessment (OCA) and Professional Improvement Plan (PIP) processes - including, but not limited to administering pre-OCA assessments, evaluating OCA NOCTI results; works with veteran and new teachers to develop PIP remediation plans.
• Serves as the champion and ambassador for their respective industry area.
• Develops and manages budget allocations and expenditures.
Qualifications
Minimum Requirements
• Bachelor's degree from an accredited college or university.
• Six years of full-time, paid, professional experience in career and technical education or a transportation (auto mechanics, light truck, transit, auto collision, or warehousing/logistics) related field, which have included responsibility for program development and implementation and industry certification.
OR
• Bachelor's degree from an accredited college or university.
• Six years of full-time, paid, professional experience in career and technical education or a transportation or logistics related field, which have included responsibility for program development and implementation and included working with high school students in a dynamic urban school system.
OR
• Bachelor's degree from an accredited college or university.
• Six years of full-time, paid, professional experience in the transportation or logistics related industry area with program development and implementation or teaching experience.
OR
• High school diploma or equivalent.
• Completion of an accredited training program in the field of Transportation.
• Ten years of current full-time, experience in career and technical education or a transportation or logistics field which have included responsibility for program development and implementation and industry certification or teaching experience.
• All work experience related to the position must be included on the resume.
Required Knowledge, Skills and Abilities • Demonstrated knowledge of:
o the principles, practices, trends, and developments in career and technical education. o the methods and techniques utilized in effective program planning, design, and administration.
o the local, regional, national, international community and workforce development goals.
o community and business resources available to support program initiatives. o supervisory and coordinative techniques as they apply to program and personnel development.
o the principles and practices of public relations.
• Demonstrated ability to :
o assist in the design, coordination, and provision of professional development activities.
o assess the effectiveness of programmatic activities and to make cogent recommendations for modifications as needed.
o design and implement staff and student orientation programs.
Title: Industry Development Specialist (Transportation and Logistics) o use a personal computer for word processing and data management. o communicate effectively, both orally and in writing.
o establish and maintain effective working relationships.
