Raytheon is seeking an experienced Program Management, Planning & Scheduling professional to join the Program Design & Planning organization. This position will be responsible for the development, maintenance and analysis of the Program Master Phasing Schedule and Integrated Master Plan/Integrated Master Schedule - developing the network and integrated workflow of schedule activities to ensure accurate, appropriate, and effective plan is established for the scope of work. Perform analysis to ensure accuracy and completeness of critical path, risk integration, IMS structure, and evaluate trends and schedule related metrics. Reviews and implements IMS coding, outlining structures and adherence to directives and department scheduling best practices. Depending upon the size and complexity of the effort, this role will be either assisting the lead scheduler / planner on a larger/more complex effort or responsible for a smaller effort.
This position is an onsite role in a classified area in Tucson, AZ.
Signing bonus is available, provided final candidate meets eligibility requirements.
What You Will Do:
  • Ability to understand the program technical and programmatic solution, and partnering with the program team, lead integration of that solution into the IMS baseline plan ensuring the cost, schedule and technical requirements are fully integrated into the execution plan.
  • Lead creation and maintenance of compliant Integrated Master Schedules (IMS) on requirements provided by the customer that achieve necessary cost and schedule integration.
  • Lead and support the team to ensure program plan and IMS is developed consistent with IPDS and program life cycle. Must be able to review the IMS planned work for accuracy, identifying missing work or work that is planned improperly.
  • Understands, can create, use and recommend appropriate alternative/supplemental program mgmt. plans/artifacts (HUM, MPS, First Unit Flow), to help the program team understand and manage to the plan.
  • Conduct and explain Schedule Risk Analysis results to program teams, understands SRA concepts and theory, with ability to interpret results to the program team and integrate mitigation plans into the IMS and schedule risks into the Risk Management process with the assistance of a Scheduled Risk Analysis SME.
  • Provides weekly and monthly planning metrics on schedule status, baseline maintenance, critical path analysis, and schedule variance analysis and network logic validation, employing appropriate Earned Value Management System processes.
  • Mentor and train junior planners

Qualifications You Must Have:
  • Typically requires a Bachelor's Degree and minimum of 8 years of Program Planning or Scheduling or Project Management experience, or an Advance Degree in a related field and a minimum of 5 years' experience.
  • The ability to obtain and maintain a U.S. government issued Secret clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Prior work experience using software designed for creating and maintaining industry related schedules. (MS Project, Primavera, Open Plan, or similar scheduling software)
  • Prior work experience developing Integrated Master Schedules (IMS) and/or evaluating critical path and/or workflow.
  • Prior work experience with Earned Value Management System (EVMS) or similar business process.

Qualifications We Prefer:
  • Bachelor's degree in STEM
  • Demonstrated ability to facilitate the effective integration and maintenance in the IMS of technical, schedule and cost in an EVMS environment.
  • Demonstrated ability to understand the program technical and programmatic solution and lead integration and modelling of that solution into the IMS.
  • Demonstrated ability to interpret/analyze SRA results, program schedule risk/opportunity drivers and schedule probability of success.
  • Demonstrated ability to collaborate with Planning and functional organization SMEs to support their program teams.
  • Understanding of hardware and software development life cycle, exposure to agile methodologies
  • Demonstrated ability to manage/lead/teach and support proper scheduling and EVMS techniques, principles for project personnel or teams of varying size and backgrounds.
  • Demonstrate the ability to understand different perspectives and ask right questions ensuring IMS integrity.
  • Be able to identify and drive process improvement, ability to work with the team to develop solutions and solve problems.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
