Job description

Court Administrator

Under general direction from the Magistrate Judge, directs, manages, supervises, and coordinates the court's operations, programs, and activities and coordinates assigned activities with other City departments and outside agencies. Performs the clerical functions necessary to maintain the Magistrate Court and assists the Magistrate Judge in the court as provided by state statute.

Receives immediate supervision from the Magistrate Judge.

Exercises supervision over court clerks in the absence of the Magistrate.

Important responsibilities and duties may include, but are not limited to, the following:

  1. Administers direct supervision in the absence of the Magistrate and directs and develops work assignments for court clerks.
  2. Oversees administration personnel and ensures effective calendaring and case-flow management.
  3. Prepares bank deposits, balances bank statements, and fiscal reports. Assists in disbursing of funds, receiving, recording, and issuing receipts for fees, bail, and fines.
  4. Oversees the cash handling responsibilities within the department to ensure adherence to established policies and procedures are followed and proper controls are maintained.
  5. Assists in preparation of all reports required by the constitution and the laws of the state, City code and ordinances of the City.
  6. Responds to requests for information regarding court processes, procedures, and regulations to litigants, attorneys, other agencies, and members of the general public.
  7. Assists in compiling and preparing case files, records, and supporting documents for court action; reviews case files and materials for completeness prior to court proceedings; files and dockets pleadings in court files, as needed.
  8. Develops long-range goals and objectives to improve the court operations.
  9. Acts as jury commissioner, preparing jury summons, ensuring adequate number of jurors for trials, preparing fiscal reports and payment transmittals for jurors.
  10. Swears in juries, witnesses, and proceeding participants.
  11. Performs court room duties; records proceedings including parties of the case, witness testimony, court actions and motions made; receives and maintains exhibits entered into court as evidence; prepares minute entries.
  12. Receives and processes a variety of legal documents and reviews for completeness, timelines and compliance with legal mandates.
  13. Maintains statistical records and prepares operational reports.
  14. Acts as secretary to the Magistrate Judge by processing correspondence.
  15. Orders, receives, and organizes office materials and supplies.
  16. Performs related duties and responsibilities as required.
  17. Assumes responsibility for office management in the absence of the Magistrate Judge.
  18. Ensures Court Clerks are provided with continual training.
  19. Provides leadership, staff development, and collaborative team building.
  20. Maintains or performs website content function within assigned role.

Knowledge of:

  • Court procedures, legal documents, laws, and legal factors pertaining to the court.
  • Functions, responsibilities, and procedures of the court.
  • Modern principles and practices of public administration, court administration, and local government.
  • Principles and procedures of organizational and management analysis.
  • Modern accounting procedures and principles.
  • Statistical recording.
  • Legal terminology and procedures.
  • Office procedures, methods, and computer equipment.

Ability to:

  • Control cash, logging, tracking, depositing and fund breakdown of payments; disbursement of funds to city, county, and state treasurer.
  • Organize and coordinate the administrative activities of a dynamic court operation to maintain and improve performance and high morale of staff.
  • Communicate clearly and concisely, orally and in writing.
  • Record and report statistical information to Arizona Supreme Court and City.
  • Prepare a variety of legal documents.
  • Act as jury commissioner.
  • Perform courtroom duties.
  • Work in organized team efforts and assist in problem solving work-related issues for continuous improvement in work efforts.
  • Encourage and facilitate environment for building team efforts and problem solving of work-related issues by employees.
  • Ensure necessary training and other technical support for building an environment that encourages teams and continuous improvement.
  • Operate modern office equipment.
  • Assist public with court business.
  • Assist Magistrate Judge in all phases of court business.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience and Training:

  • Five (5) years of experience in court, legal, or public administration.
  • A Bachelor's degree in business/public administration, court management, criminal justice or a related degree is preferred.
  • Additional specialized court or legal training.
  • Enrollment in Arizona Court Supervisors Program and completion within three years of enrollment.

Other combinations of experience and education that meet the minimum requirements may be substituted at the discretion of the Court.

Office and front counter environment, utilizing modern office equipment.

This position may require maintaining physical condition necessary for sitting or standing for prolonged periods of time and working closely with others; light lifting; general manual dexterity.
