Employees in this class series manage judicial case flow, including coordinating multiple legal events, processes, resources, and case-related activities to ensure the timely and efficient progression of cases through the assigned Delaware court. Work involves interpreting and explaining court and related processes and procedures and managing a variety of legal/court case documents and records.\r\n\r\n\r\nEmployees apply case flow and caseload management principles, practices, methods, and techniques to guide cases through the various stages of the legal process. The role requires advanced, specialized knowledge and understanding of the assigned court's cases, processes, procedures, operations, and jurisdiction to independently carry out daily case management responsibilities and resolve issues. Employees serve as a resource on procedural matters, helping to ensure cases are processed accurately, consistently, and efficiently. Judicial Case Managers regularly interact with the public, often in sensitive, confidential, and complex situations without providing legal advice. As a result, work requires professionalism, tact, discretion, sound judgement, and strong commitment to customer service when providing information, assistance, and support to court users and stakeholders.\r\n\r\n\r\nAs a result, work performed has a direct impact on the public's experience with the justice system and contributes to the overall effectiveness of court operations, programs, and services. The quality and timeliness of case management activities support administrative and judicial proceedings and may affect related legal processes, rulings, decisions, and case outcomes.\r\n
Summary Statement
This is the management level, responsible for managing and supervising the work of judicial case management staff to ensure the timely and efficient progression of court cases. This level is distinguished from previous levels by overseeing case management operations through supervisory staff that directly report to this class and making decisions on complex and unusual challenges. Employees represent court operations in the testing of pilot programs as a subject matter expert and implementing new programs as a result of legislation.\r\n
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. \r\n\r\n\r\n Assesses case filings to determine placement in case track/program or recommends referral to alternative case tracks.\r\n Serves as a liaison with internal and external stakeholders, judicial officers, court users, justice partners, and members of the public to coordinate various activities, respond to inquiries, and explain court case processes and procedures.\r\n Creates and maintains case files ensuring that the files are accurate and complete.\r\n Monitors and coordinates case activity through multiple legal events and processes, tracks case events/status, anticipates case flow problems and causes for delay, and initiates appropriate action to expedite cases effectively and efficiently including contacting participants to resolve issues that inhibit case flow.\r\n Researches case files, records, and other sources of information, and coordinates with internal/external resources, to ensure accuracy of case data, resolve issues or complaints, and prepare and issue court documents.\r\n Coordinates case activity and events with judicial officers, attorneys, law enforcement agencies, and litigants.\r\n Advises judicial officers regarding various case events that ultimately lead to final case disposition.\r\n Establishes and maintains contacts with the legal community, other agencies and courts/units, both internally and externally, to ensure case flow is expedited.\r\n Attends court proceedings which may include annotating on court worksheets, creating automated sentence orders, facilitating data entry, swearing in witnesses, and marking evidence.\r\n Uses automated information systems and computer software to enter, update, modify, delete, retrieve and report on data.\r\n Arranges delivery for legal paperwork and/or other correspondence.\r\n May manage court calendars or other schedules including duties such as scheduling within guidelines, coordinating parties, rescheduling, and generating notices.\r\n Performs other related duties as required.\r\n\r\n
Job Requirements
JOB REQUIREMENTS for Judicial Operations Manager \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas: \r\n\r\n Three years' experience in managing cases as they move through the legal process. \r\n Three years' experience in researching files, records, and other sources of information, to ensure accurate case data and resolve issues in case flow or other issues.\r\n Three years' experience in narrative report writing.\r\n Six months' experience in staff supervision.\r\n\r\n
