Job description

Overview

Lynker Corporation is seeking to hire a qualified candidate to support a contract with NOAA Research Office of Ocean Exploration and Research (OER). These are full-time positions that may be performed on-site or remotely, with anticipated travel in support of meetings, workshops, and field activities. Hiring for these positions will be contingent on contract award. Lynker will be operating under its Propel joint venture, a NOAA ProTech Oceans 2.0 prime contract holder. ย This Contract is Contingent on Contract Award.

The contractor shall provide technical and administrative liaison services to facilitate program strategy, inter-office coordination, and fleet operations management.

Responsibilities

Duties of the Program Support Analyst will include the following:

  • Senior Management Strategy Services: Preparing technical reports and strategies for senior managers; performing quality control to ensure work products are accurate, efficient, and meet Government-approved deadlines.
  • Technical Analysis and Synthesis: Analyzing complex technical reports and compiling data from diverse SMEs and scientific disciplines across NOAA to advance OER programmatic, scientific, fleet, and management objectives.
  • Working Group Management: Providing lead technical and administrative services for NOAA working groups headed by OER; executing tasks including scheduling meetings, preparing agendas and minutes, and developing technical analysis for monthly status reports and program documentation.
  • Ocean Technology Coordination: Coordinating with NOAA Line and Program Offices via the COR and/or TPOCs to analyze and summarize information used by senior leadership to develop strategies for ocean technology implementation to meet NOAA mission requirements.
  • Intranet and Resource Management: Updating and maintaining the program intranet site, including meeting announcements, reference documents, and resources utilized by internal working groups.
  • OAR and OMAO Interface: Coordinating the collection and analysis of information across OAR for utilization by the NOAA Office of Marine and Aviation Operations (OMAO).
  • Fleet Council and Ship Operations Services: Providing technical analysis to the NOAA Fleet Council by advising on Days at Sea (DAS) requirements for ships utilized in ocean exploration.
  • Advanced Technology Initiatives: Executing projects and initiatives focused on improving existing technologies and integrating new advanced technology solutions in coordination with the COR and/or TPOCs.
  • OMAO Liaison: Coordinating between OER and OMAO to evaluate and integrate new advanced technologies into fleet operations.
