About the role
PRR is seeking a Strategic Growth Specialist to lead proposal development for our Transportation Division, managing pursuits from capture planning through the interview stage while building strong relationships across project teams and leadership.
What you'll do
Strategic Growth Management
  • Independently manage pursuits end to end, capture planning, proposal development, submission, and interview for division-related projects, as both a prime firm and a subconsultant. May support pursuits outside the Transportation Division based on workload.
  • Set and lead pursuit meetings, coordinating business development leads, project managers, technical staff, and company leadership to produce proposal content.
  • Lead interview preparation, including developing slide decks and finalizing talking points
  • Manage requests for information from teaming partners, customize resumes and project examples, gather standard text, work with internal team to review submissions before sending
  • Research, track, and review RFPs/RFQs in GovWin and participate in initiation of Go/No Go process
  • Partner with the Division VP on Strategic Growth process and organization for pursuits
  • Facilitate client debriefs for pursuits to identify improvement opportunities and to measure overall competitiveness
  • Provide timely, accurate responses to information requests and support other information gathering, administrative, and Strategic Growth operational tasks as needed.

Content
  • Provide message development for proposals, conceptualizing, researching, and producing content that articulates PRR's capabilities and competitive advantages, including leading brainstorming for graphic development to communicate information as applicable.
  • Lead quality reviews of proposal, interview, and marketing materials, and maintain the quality control standards those reviews are measured against.
  • Write non-technical copy, and edit, proofread, and shape copy provided by technical staff
  • Collaborate with the graphic designer on layout and document design of proposals and other marketing collateral, utilizing existing templates and brand standards

Systems & Administration
  • Maintain accurate business development data in Deltek Vantagepoint, including project and resume records, proposal results, and division pipeline updates.
  • Help maintain marketing intranet, collaboration, and file repository sites
  • Help track and prepare staff for division-related conferences

Team Enablement:
  • Train and mentor employees on business development and marketing best practices

Qualifications
Education and Experience
  • Bachelor's degree in business, marketing, communications, English, journalism, or equivalent experience preferred
  • 3-5 years of experience in marketing and proposal development, AEC industry experience and familiarity with public sector procurement, specifically transportation, strongly preferred

  • Exceptional writer and editor: able to produce proposal content, resumes, and project descriptions, craft compelling narratives, and translate complex technical information into everyday English concisely, quickly, and across a range of styles.
  • Excellent proofreading, grammar, and editing skills, with meticulous attention to detail and a rigorous eye for compliance
