Job description

Description The incumbent performs responsible supervisory project management, engineering design and development plan review work. This position requires knowledge and expertise in stormwater and general civil engineering. The incumbent's design work involves the production of engineering plans and specifications for capital improvement projects.

Review work involves the review of engineering plans for development projects including subdivisions, commercial, and industrial site plans. Work assignments are received both orally and in writing. Work is performed with considerable latitude and independence in judgement and decision-making within established policies, procedures, rules, regulations, and guidelines.

Work is reviewed through observation, conferences, periodic inspection, and for results obtained. Examples of Duties Designs City capital improvement projects associated with utilities, stormwater, roadways, and sitework. Coordinates the review of development projects.

Develops and communicates capital improvement project scopes based on the City's capital improvement plan. Coordinates directly with City departments during project design phase to address continual function, operations, and maintenance-related aspects of design. Serves as project manager for capital improvement projects by overseeing outside consultants' design efforts.

Prepares quantity and cost estimates for capital improvement projects. Performs primary construction engineering and construction administration functions on capital improvement projects. Supervises the activities of engineering construction inspection.

Prepares or assists in preparing permit applications to the St. Johns River Water Management District, Florida Department of Environmental Protection, Florida Department of Transportation, U.S. Army Corps of Engineers, and Florida East Coast Railway

Prepares or assists in preparing project contract documents. Develops or refines City design and construction technical specifications. Responds to resident/property owner complaints and concerns.

Coordinates directly with the public regarding information on capital improvement projects and development projects. Coordinates directly with property owners to obtain necessary easements needed for capital improvement projects. Plans, assigns, directs, and evaluates the work of subordinates.

Performs other assigned duties as assigned. Minimum Qualifications Bachelor's Degree in a civil engineering or related engineering curriculum; and Most possess certification as an Engineer Intern Licenses, Certifications or Registrations: Must possess and maintain a valid Florida driver's license. Applicants who possess a valid out of state driver's license must obtain a Florida license within ten (10) days of employment.

Knowledge, Skills and Abilities Knowledge in Microsoft Word, Excel, Access, and Power Point. Knowledge of City organization and functions, and the relationships with other levels of government. Knowledge of technical drafting practices and techniques and Ability to draft using AutoCAD.

Knowledge of legal statutes and ordinances pertaining to engineering and public works projects. Knowledge of principles and practices of civil engineering as applied to the design, construction, and maintenance of municipal public works projects. Skill in using highly technical computer applications, such as GIS or CAD.

Ability to prepare and interpret engineering plans and specifications. Ability to perform technical research and calculations and to present findings and recommendations clearly. Ability to adapt approved engineering methods and standards to the design and construction of a variety of municipal public works projects.

Ability to work in small, enclosed, or partially enclosed areas. Ability to work in areas that may be considered cool or warm for periods of time from ten minutes to eight hours.

PHYSICAL DEMANDS: The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, feeling, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. WORK ENVIRONMENT: Work is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
