The Air Force Civilian Service (AFCS) is looking for a Full-Time Civil Engineer GS-0810-12 to work at the 628th Civil Engineer Squadron at Joint Base Charleston in Charleston, SC.
Come to Joint Base Charleston where you'll have the rare opportunity to be a member of our exceptional Engineering Flight collaborating with 67 mission partners. Our organizational goals and objectives ensure the most efficient, practical and economical design, development and construction of facilities and infrastructure to execute the facilities program and support the Joint Base installation mission.
The ideal candidate is a Civil Engineer with demonstrated experience in the planning, design, construction management, and execution of civil engineering projects. Candidates should possess a strong background in pavement and pathway design, rehabilitation, and maintenance, with the ability to oversee projects from concept development through construction completion. Experience managing construction activities, coordinating with contractors, reviewing technical submittals, conducting site inspections, and ensuring compliance with engineering standards and project requirements is highly desired. The successful candidate will have strong project management skills, including scheduling, budgeting, risk management, and stakeholder coordination. Experience with airfield and runway construction, rehabilitation, or maintenance projects is highly preferred.

Qualifications/Requirements:
• U.S. Citizenship Required
• Obtain & maintain a Secret security clearance
• Education requirements: Degree accredited by ABET or combination of education and experience-- https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/civil-engineering-series-0810/
• May be required to serve on Architect and Engineer boards
• Work may require driving a motor vehicle and an appropriate valid driver's license may be required
• May act as project liaison with the Army Corps of Engineers or other design agencies as required
• You must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Recruitment Knowledges, skills, and abilities (KSA)
• Knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines
• Knowledge of a broad range of engineering and construction standards, methods, practices and techniques, materials and equipment to determine compliance with federal, state and local codes and regulations
• Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations and/or technical orders
• Knowledge of environmental principles, practices, procedures, laws, regulations and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of funds
• Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches and construction drawings; and technique/ Skill in drafting sufficient to convey design concepts and ideas and formulate working drawings
