The Air Force Civilian Service (AFCS) is looking for a Civil Engineer GS-0810-12 to work at 87th Civil Engineer Squadron, JB McGuire, NJ.

We're seeking a visionary professional to play a pivotal role in the strategic, long-term management of our nation's vital assets. Your expertise will directly contribute to our core mission. You will be empowered to analyze our infrastructure portfolio, developing innovative investment strategies that minimize risk and maximize our return, ensuring our facilities are resilient, efficient, and ready for whatever comes next. The primary purpose of this position is to work closely with CEO shops to provide analyses of built and natural infrastructure asset data; and to apply an asset life-cycle approach in continually measuring the performance of assets with respect to predicted life-cycle performance, using those analyses to ensure that CE investment plans minimize risk to the mission and maximize return on investment.
The ideal candidate will have pavements and structures experience.
Salary Range $105,481 - $137,128
Position not eligible for telework or remote work.
Qualifications/Requirements:
• Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
• The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
• The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
• Must be able to obtain and maintain a security clearance
Duties:
• Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of civil engineering.
• Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, program projects, and compete for funding in Air Force corporate processes.
• Performs planning and design work for substantial sustainment, modernization, repair, improvement, renovations and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
• Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over in-house labor or construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with project requirements.
• Provides consulting services and project coordination. Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.
• Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
