Job description

Acts as the HRIS Analyst performing complex professional level functions for the Human Resources Information System (HRIS) division in the central HR department.  Work involves Oracle Fusion HCM functional analysis, including data validation, position and hierarchy support, security access review support, and issue research and resolution.  Develops ad hoc and recurring reports, documents business requirements, coordinates testing and validation with the OIT/ERP team and improves and automates manual HR processes using Microsoft 365 tools (Power Automate, SharePoint, Microsoft Forms). Interprets policies and procedures and establishes effective relationships with departments. Works with minimum supervision with independent judgment to resolve complex issues and inquiries.

Education, Experience and Training:
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Human Resources, or in a job-related field of study, preferably in Training and Development, and/or Organizational Development. Three (3) years of demonstrated progressive experience equivalent to Human Resources Analyst, Senior or Human Resources Officer. Public Sector experience preferred. 
Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications.  Knowledge of enterprise human resources information systems (Oracle Fusion HCM preferred), including data analysis, reporting (OTBI, BI Publisher, Power BI), and business requirements documentation.  Proficiency with Microsoft 365 automation tools, including Power Automate, SharePoint, and Microsoft Forms, to improve or automate manual business processes.    Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.  Ability to gather, organize, and analyze narrative and statistical data; analyze problems, consider options, formulate strategies, and make practical recommendations; learn, interpret, and apply procedures, rules, and laws; and general knowledge of human resource management practices.  Demonstrates a high level of confidentiality.
Physical/Environmental Requirements:
Standard office environment.

1. Performs complex HRIS tasks for the assigned area in the central HR department, supporting Oracle Fusion HCM across recruiting and employment, compensation, benefits, payroll interfaces, and time and attendance, including functional analysis, position and manager hierarchy data support, data validation, and security access review support.
2.Interprets human resources systems policies, procedures, standards, and practices and provides advice and technical/specialized HRIS assistance to staff, other departments, external agencies, and vendors, including user guidance on system processes and employee and manager self-service.
3. Research, analyzes, and compiles complex HR data and records; develops ad hoc and recurring reports using Oracle reporting tools (OTBI, BI Publisher), Power BI, and Excel; reconciles system data against source records; and prepares correspondence, reports, briefings, recommendations and other documentation.

4. Supports audits and system assessments and assists with planning, developing, revising, and implementing HR activities, processes, and systems; gathers business requirements; documents current-state and future-state processes; prepares functional specifications; develops test scenarios in coordination with HR functional teams; and coordinates user acceptance testing and validation with OIT/ERP teams to ensure compliance and meet strategic goals and objectives.

5. Researches, investigates, and resolves complex HR systems problems and issues, including data discrepancies and access-related inquiries.

6. Reviews prevailing industry practices to identify new strategies and recommends appropriate revisions to improve program effectiveness and efficiencies, including automation of manual HR processes using Microsoft 365 tools (Power Automate, SharePoint, Microsoft Forms).
7. Performs related duties as assigned.
