Temporary Senior Secretary – Human Resources

The Temporary Senior Secretary – Human Resources provides critical administrative and operational support to the HR Department, promoting an employee-centered, high-performance culture aligned with the City's CORE values: Service, Integrity, Communication, and Excellence.

This non-supervisory role requires independent judgment and strong organizational skills. Responsibilities include maintaining departmental records, processing accounts payable, tracking budget allocations, coordinating employee events, preparing reports, assisting with applicant processes, supporting customer service inquiries, and ensuring the efficient day-to-day operations of the department.

The Temporary Senior Secretary – Human Resources must possess a working knowledge of general HR operations, deliver exceptional customer service, and build strong, professional partnerships with City management, employees, and external agencies, while fostering a culture of positivity and respect.

This position is temporary in nature and is intended to provide short-term support based on departmental needs. Employment in this position does not guarantee continued employment and may end at any time based on operational or departmental needs.

Necessary Knowledge, Skills, and Abilities:

  • Proficient knowledge of business English, spelling, punctuation, arithmetic, office practices, and departmental procedures
  • Ability to comprehend and follow oral and written instructions, with the judgment to seek clarification as needed
  • Ability to establish, organize, and maintain accurate files and records in compliance with departmental standards
  • Demonstrated initiative, reliability, and diligence in completing assignments independently with minimal supervision
  • Strong interpersonal skills with the ability to interact effectively, courteously, and professionally with employees, the public, and outside agencies
  • Ability to handle citizen concerns with tact, patience, and professionalism while maintaining objectivity
  • Commitment to confidentiality and safeguarding sensitive employee and organizational information
  • Ability to take thorough, detailed meeting notes and produce clear, accurate minutes in a timely manner
  • Ability to perform basic and intermediate mathematical calculations quickly and accurately
  • Ability to prioritize tasks, adapt to changing work demands, and perform effectively under pressure or shifting priorities
  • Exceptional attention to detail and accuracy in all aspects of work, particularly in records management and reporting

Education and Experience:

High school diploma or equivalent required, plus a minimum of three (3) years of clerical or administrative support experience.

Completion of related business school coursework may substitute for a portion of the required experience.

Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered.

Certificates and Licenses Required:

A valid Class C Texas driver's license and must maintain a satisfactory driving record

Environmental Factors and Safety Hazards:

Primarily in an indoor office environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during the summer and winter months.

Tools and Equipment Used:

Standard office equipment, including multi-line telephone, computer, shredder, fax machine, copier, scanner, printer, etc.
