Job description

The HSET Area Superintendent is responsible for providing leadership, direction, and oversight to multiple project-based HSET teams across designated Redpath operations. This position ensures that Health, Safety, Environment, and Training (HSET) systems are implemented consistently and effectively across all assigned projects in compliance with Redpath Standards, regulatory requirements (MSHA, OSHA, ATF, and applicable state regulations), and client expectations. The HSET Area Superintendent serves as the primary point of contact for regional HSET performance, risk management, and strategic alignment, while mentoring Project HSET Superintendents and supporting management in delivering Redpath's "Safety - First, Last, and Always" culture.

Education:

  1. Bachelor's degree in Occupational Health and Safety or related field preferred.

  2. Certified Mine Safety Professional (CMSP) preferred.

  3. MSHA Instructor - Surface and Underground required.

  4. Formal training in investigations, auditing, and risk management preferred.

Work Experience:

  1. Minimum 12 years' experience in Health, Safety, Environment & Training, preferably in underground mining.

  2. Minimum 6 years' leadership experience with oversight of multiple sites or large projects.

  3. Demonstrated experience in regulatory compliance, investigation leadership, and HSET system implementation.

Knowledge and Skills Required:

  1. Strong understanding of MSHA, OSHA, and environmental legislation.

Essential Responsibilities:

  1. Leadership and Oversight
    1. Provide direction and oversight to multiple project-based HSET Superintendents and site teams.
    2. Lead the regional implementation of Redpath's HSET Management System, ensuring alignment across projects.

    3. Facilitate the sharing of best practices, lessons learned, and continuous improvement initiatives across sites.

    4. Conduct routine site visits to assess HSET performance, culture, and compliance.

    5. Coordinate and prioritize HSET resources between projects based on risk, phase, and critical needs.

    6. Provide coaching and performance development for HSET leaders and personnel across assigned projects.

  2. Compliance and Risk Management

    1. Ensure consistent compliance with MSHA/OSHA regulations, ATF standards, state requirements, and client contractual obligations across all projects.

    2. Oversee and support investigations of significant incidents and ensure root cause analysis and corrective actions are implemented and shared regionally.

    3. Review and evaluate all MSHA citations and corrective actions at a regional level to identify trends and preventative measures.

    4. Liaise with federal and state regulatory authorities (MSHA, OSHA, State Mine Inspectors) for area-wide matters.

    5. Ensure all projects maintain current MSHA-approved training plans and regulatory documentation.

  3. Strategic Planning and Reporting

    1. Develop regional HSET performance targets, metrics, and reporting systems.

    2. Consolidate and analyze project-level reports to identify trends, leading indicators, and opportunities for improvement.

    3. Advise Project Managers and Senior Management on HSET risks and resource requirements.

    4. Support the development of new projects by advising on startup HSET planning, staffing, and systems setup.

    5. Participate in internal and client audits across projects, ensuring consistent findings and follow-up actions.

  4. Training, capability development and Graduate Program Governance

    1. Oversee regional training programs including RSP, MSHA, and specialized competency development.

    2. Mentor and assess HSET personnel in investigation techniques, risk management, and compliance systems.

    3. Facilitate regional workshops, forums, and cross-site training to enhance capability and culture.

    4. Provide strategic oversight of the HSET Graduate Program, ensuring alignment with Redpath's workforce development strategy.

    5. Coordinate graduate rotations, mentor assignments, performance assessments, and program evaluation.

    6. Support recruitment, onboarding, and professional development planning for HSET graduates across projects.

  5. Client and stakeholder engagement

    1. Build and maintain strong working relationships with client HSET counterparts across projects.

    2. Represent Redpath's HSET interests in regional or multi-project meetings and reviews.

    3. Support project start-ups and closeouts with client interface and compliance verification.

  6. Champion Redpath's Safety Culture by promoting proactive risk management and safety leadership.

  7. Ensure compliance with Redpath and client health and safety requirements and drive incident prevention programs.

  8. If required to operate a company vehicle during the course of employment, must meet the requirements to be an eligible user of company vehicles.  Must possess a current State Driver's License and acceptable driving record.

  9. Responsible for keeping work areas safe and free of hazards. Performs Field Level Risk Assessments.

  10. Must be able to comprehend written and verbal instructions as required to perform duties in a safe and efficient manner.

  11. Comply with daily, weekly and monthly safety directives, policies, and procedures. 

  12. Maintain confidentiality with respect to Redpath and client information. 

  13. Complies with and ensure compliance with Redpath's Policies and Procedures as detailed in the appropriate manuals, handbooks, directives, Safe Work Procedures (SWP).

  14. Able to work in excess of 40 hours a week, overtime, day and nights, weekends, holidays and shift rotations, as required.

  15. Compliance with Redpath Core Competencies is an essential duty and responsibility.
