As a Sr Procurement Advisor I, you will work closely with stakeholders to navigate complex purchasing decisions, apply market and commercial insight, and ensure procurement practices support safe, reliable, and costeffective operations. What You'll Do

  • Partner with various departments to plan, deliver, and continuously improve daytoday procurement activities, ensuring essential materials and services are sourced efficiently, compliantly, and on time.
  • Manage a portfolio of sourcing and contracting initiatives, from requirements definition and market analysis through RFx execution, negotiations, contracting, and supplier onboarding.
  • Develop and administer fitforpurpose contracts, including master agreements and amendments, applying sound commercial judgment and established contract management practices.
  • Lead supplier interactions and negotiations within a defined scope, balancing cost, quality, risk, safety, and service to deliver optimal value for the business.
  • Support category strategies by contributing market insights, cost drivers, and improvement opportunities, and executing aligned sourcing and contracting activities.
  • Oversee supplier performance and daytoday contract relationships, addressing issues related to pricing, quality, delivery, and compliance in partnership with stakeholders.
  • Analyze spend, supplier, and market data to inform sourcing decisions, track budget performance, and support factbased recommendations.
  • Ensure adherence to procurement policies, internal controls, and regulatory requirements, while promoting consistent use of procurement processes and systems.
  • Drive continuous improvement by identifying opportunities to streamline sourcing and contracting processes, templates, and tools.
  • Build trusted relationships with business partners and crossfunctional teams, providing clear guidance on procurement processes and supporting informed decisionmaking.

What You'll Bring - Required

  • Legally authorized to work in the job posting country
  • Bachelor's Degree
  • 3 or more years of procurement experience related to sourcing, negotiations, and/or contracting
  • Intermediate or greater proficiency working in Microsoft Suites (Outlook, Word, Excel)
  • Intermediate or greater proficiency working in SAP, Ariba, or equivalent procurement technologies
  • Possess a valid driver's license
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5%
    • Operate company vehicle on site premises and/or public roads up to 10%
    • Periodically wear fire retardant clothing and personal protective equipment

What Makes You Stand Out - Preferred

  • 6 or more years of procurement experience related to sourcing, negotiations, and/or contracting in the Energy industry
  • Experience leading multiple procurement initiatives concurrently across sourcing, contracting and materials management
  • Functional & technical knowledge of services sourcing, contracting, requisitioning, and purchasing processes
  • Ability to engage across functions and with key stakeholders in a matrixed organization

Compensation Range 

This position has a base salary range of $137,700 - $168,300.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role's requirements. The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
