Job description

We are looking for a Procurement Manager to join our team in New Orleans, Louisiana in a contract capacity with the potential to become permanent. This role will guide procurement operations, strengthen purchasing practices, and help ensure all sourcing activity aligns with regulatory standards and organizational expectations. The ideal candidate brings leadership experience, strong contract and vendor management skills, and the ability to improve processes that support efficient, transparent procurement across the organization.
Responsibilities:
• Direct the day-to-day work of the procurement function, setting priorities for staff and ensuring timely, compliant purchasing support for the organization.
• Lead the full lifecycle of sourcing and contracting activities for goods, consulting services, and construction-related needs, from solicitation through award and administration.
• Develop and refine procurement procedures, reference materials, and training resources to promote consistent practices across departments.
• Review purchasing activity to verify adherence to applicable laws, internal controls, and established procurement standards while identifying areas for improvement.
• Oversee procurement systems, electronic purchasing tools, and the P-Card program to support operational efficiency and policy compliance.
• Conduct market and supplier analysis to identify competitive sourcing options, favorable pricing, and strategies that improve overall value.
• Manage formal bid and proposal processes, including preparation of RFPs, RFQs, ITBs, response evaluation coordination, and award recommendations.
• Negotiate pricing, service terms, and contract conditions with suppliers and contractors while supporting effective resolution of performance or service issues.
• Partner with leadership on policy reviews, budget planning, resource forecasting, and continuous improvement efforts such as automation, standardization, and cooperative purchasing initiatives.
• Support staff development through recruitment, coaching, performance management, workload delegation, and documentation of procurement activities and team outcomes.• Bachelor’s degree in business, public administration, purchasing, finance, business law, or a related field is preferred; comparable experience may be considered in place of a degree.
• At least 5 years of experience in administrative roles requiring strong attention to detail, with significant responsibility for large-scale purchasing in a sizable company or government environment.
• Minimum of 2 years of supervisory experience leading teams, assigning work, and monitoring performance.
• Demonstrated knowledge of procurement regulations, contract administration, and competitive solicitation methods within structured purchasing environments.
• Experience managing vendor relationships, negotiating commercial terms, and supporting compliant purchasing operations.
• Strong analytical skills with the ability to assess market conditions, pricing trends, and sourcing options to guide procurement decisions.
• Proficiency with procurement systems, purchasing technology, and related software used to manage requisitions, contracts, and reporting.
• Background in supply chain, logistics, purchase request workflows, or government procurement is highly valued.
