Job description

About the Company
General Matter is enriching uranium in America.
Our mission is to restore our country's ability to make nuclear fuel. Our fuel will help power AI, manufacturing, and other critical industries. It will power our next generation of reactors. Ultimately, it will power our national ambitions.
We were incubated by Founders Fund, like Anduril and Palantir before us, and we are backed by top tier investors.
Our lean, world-class team of engineers and operators is applying a first-principles approach to solving the problem of nuclear fuel production.
We are a mission-driven company with a culture of urgency, accountability and transparency.
About This Role
We are seeking an experienced Subcontract Administrator to play a pivotal role in shaping project outcomes by driving the formation, negotiation, and administration of complex service and construction agreements. The position ensures that subcontractor performance, commercial compliance, and cost control remain tightly aligned with project objectives. Through proactive issue resolution and cross-functional coordination, this role will safeguard contractual integrity and mitigate risk across all phases of our execution.
Responsibilities
  • Contract Development - Create, negotiate, and manage multiple contracts and/or service agreements at once.
  • Bid & Proposal Management - Lead the full formation cycle: sourcing bidders, issuing RFPs, coordinating clarifications, evaluating bids, and preparing award recommendations.
  • Subcontract Administration - Oversee subcontract performance, monitor cost vs. scope, resolve issues, and maintain ongoing progress reviews.
  • Cross-Functional Coordination - Work closely with Construction, Engineering, and Support Services to align operational activities with contractual obligations.
  • Contractual Communication - Facilitate contract-related meetings, represent the company in negotiations, and ensure shared understanding of terms and conditions.
  • Reporting & Documentation - Prepare contract documents, maintain status reports, and implement project-specific subcontract management procedures.

Basic Qualifications
  • Procurement & Acquisition Expertise - Strong knowledge of service acquisition regulations, procurement policies, and industry contracting practices.
  • Contract Formation & Pricing Skills - Demonstrated experience in pricing, contract law, negotiations, accounting, and developing major contract types.
  • Subcontract Administration Proficiency - Broad experience managing all phases of subcontract administration, including resolving contractual issues and recommending solutions.
  • Industry & Project Knowledge - Working understanding of engineering/construction contracting practices, EPC field administration, and project functional groups, systems, and procedures.
  • Analytical & Negotiation Capability - Ability to develop negotiation strategies using cost engineering or accounting methods.
  • Communication & Organizational Strength - Strong written and verbal communication skills with a proactive, organized approach to managing contract risks and challenges.
  • Experience Level - Bachelor's degree (Business Administration or similar field) and 5-7 years of experience or 9-12 years relevant work experience, as well as proficiency across all phases of forming and awarding large, moderately complex contracts

Preferred Skills and Experience:
  • Experience in a fast-paced engineering or highly technical environment, with a resourceful approach to delivering under tight timelines or budget constraints.
  • Experience in field administration of EPC contracts
  • Knowledge of FAR/DFAR/ITAR

Additional Requirements:
  • Ability to work extended hours and weekends as necessary.
  • Open to travel.

Compensation and Benefits

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity.
