Position Overview

By Light is seeking a Procurement & Vendor Manager to oversee contracts, pricing, vendor relationships, and the full lifecycle of commercial agreements supporting RangeOS and associated cyber training programs. This role operates with minimal supervision and ensures that all vendor engagements, contractual commitments, and pricing structures align with program requirements, financial objectives, and compliance standards. The position works closely with engineering, product, finance, and program leadership to support multivendor integration.

Responsibilities
  • Manage the full lifecycle of vendor contracts, including sourcing, negotiation, execution, renewals, and compliance.
  • Develop pricing models, rate structures, and cost analyses to support proposals, renewals, and program planning.
  • Coordinate with internal teams to ensure contractual terms align with technical, operational, and financial requirements.
  • Maintain accurate records of agreements, amendments, obligations, and vendor performance.
  • Support vendor onboarding, qualification, and ongoing relationship management.
  • Ensure timely procurement of software, hardware, services, and licensing required for RangeOS deployments.
  • Collaborate with finance and program management to forecast spend, track budgets, and manage cost efficiencies.
  • Serve as the primary point of contact for vendor escalations, contract questions, and commercial negotiations.

Analysis and Planning

  • Evaluate vendor proposals, pricing structures, and contract terms for alignment with program needs.
  • Assess risks, dependencies, and commercial impacts associated with vendor agreements.
  • Provide cost estimates, procurement timelines, and contract recommendations to leadership.

Contract & Pricing Management

  • Draft, review, and refine statements of work, pricing schedules, and contractual deliverables.
  • Maintain a prioritized pipeline of upcoming renewals, expirations, and procurement actions.
  • Validate vendor invoices, pricing accuracy, and contract compliance.
  • Support competitive sourcing efforts to ensure best value and mission alignment.

Documentation

  • Internal: Maintain contract files, pricing models, procurement logs, and vendor performance records.
  • Process: Document procurement workflows, negotiation outcomes, and decision rationales.
  • External: Prepare vendor communications, contract summaries, and customerfacing pricing documentation.
  • Demonstrate strong written, verbal, and presentation skills across technical and business audiences.

Vendor Oversight

  • Monitor vendor performance, service levels, and delivery commitments.
  • Facilitate regular vendor reviews and coordinate corrective actions when needed.
  • Ensure vendors meet security, compliance, and operational requirements relevant to cyber training environments.
Required Experience/Qualifications
  • Three (3) years of DevOps experience
  • 8570 IAT Level II certification
  • Continuous Integration/Delivery and DevOps Pipelines
  • Kubernetes and general containerization development, security, deployment and management practices
  • GitLab/Bitbucket code repositories and automation testing platforms (Jenkins, Zypher)
  • Experience implementing DevSecOps, DevOps, or IT or Security automation supporting multiple teams.
  • Knowledge of and ability to implement DevSecOps using private and commercial cloud best practices using private and hybrid cloud design/operation/monitoring/deployment.
Preferred Experience/Qualifications
  • Experience supporting government or DoD contracting environments.
  • Knowledge of FAR/DFARS principles (not required but beneficial).
  • Familiarity with procurement systems, contract management tools, or ERP platforms.
  • Understanding of software licensing models, cloud consumption pricing, and subscription agreements.
  • Experience with vendor risk assessments and compliance frameworks.
  • Background in pricing strategy, cost modeling, or financial analysis.
Special Requirements/Security Clearance
  • DoD Top Secret security clearance
  • Up to 10% travel
