The Role
Synthesizes customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints. Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities. Reviews and evaluates test requirements to insure completeness of test program. Performs technical analysis of complete systems and prepares comprehensive system level evaluations.
ENGINEER LEAD TEST 3 (ELT3)- Directs overall testing and provides liaison with Waterfront Construction Management, Trades, Ship's Force, vendors, SUPSHIP, and designated NAVSEA test and support and/or certification activities. The ELT3 manages the conduct of all module testing and ensures test procedures are issued and signed off in support of Certifications and Key Events. ELT3 reviews all test data for accuracy and completeness, and prepares tests for signoff/acceptance by SUPSHIP. ELT3 reviews all NPE ERs/Work Permits to assign proper retest requirements in TSDB and WCMS. ELT3 initiates ERs for engineering resolution, tracks progress, and signs-off ERs when completed. ELT3 reviews FMRs for initial testing requirements in support of scoping and scheduling of testing.
Must Have
Lead Test Engineer (LTE) or Ship Safety Officer (SSO) or Watch Supervisor or Watch Officer Certification or Trade REC Coordinator (TRC) and Trade REC Oversight Agent (TROA) Certification and 4 years of relevant professional/exempt experience.
Nice to Have
  • VCS Class NPE Lead Test Engineer Qualification (LTE)
  • Experience as Assistant CTE on Submarine Non-Propulsion Electronics (NPE).
  • Ability to direct, manage and satisfactorily conduct, complete and certify all required industrial testing; coordinate and clear construction work, certifications, and certify all required MOF/SMOF/RMF/SJB industrial testing, and verify all module transfer and float-off requirements are met.
  • Effectively communicate with both internal and external customers including Waterfront Construction Management, Trades, NNS and EB Design and Test Engineering, SUPSHIP, NAVSEA, CWITT, ISEA, and Ship's Force.
  • Good leadership skills and project management experience in test coordination, resource planning, budgeting, and test scheduling.
  • Understanding of test requirements and ability to provide inputs for the Basis of Estimate (BOE).
  • Responsible for the correct/accurate and timely scoping of FMRs.
  • Compile lessons learned for Key Events- Module transfers and Launch.
  • Active participant in C5I, IWL, POD, and Test Integration meetings.
  • Excellent writing skills for technical reports and an attention to detail for performing final Engineering Reviews of test procedures.
