Assistant Contract Technical Representative (ACTR)
Location: Hybrid (3-4 times a week) at Naval Service Training Command (NSTC), Great Lakes, IL Job Description About the Role
The ACTR (Activity Contract Technical Reviewer) is responsible for monitoring, reviewing, interpreting, evaluating, and reporting technical aspects of Navy IT contracts. This role involves maintaining and administering computer networks and related computing environments, ensuring the smooth running of administrative systems, and providing on-site technical support. The ACTR must have a strong background in maintaining and administering computer networks and related computing environments, as well as strong knowledge of computer networks, hardware, software, and operating systems. The ideal candidate will also have excellent communication skills to convey technical concepts to non-technical business users and strong troubleshooting skills to provide solutions to technical problems. In addition, the ACTR supports Naval Service Training Command (NSTC) IT contract operations by providing technical review and oversight of contractor deliverables and performance. This role ensures that all IT services and solutions meet contractual requirements, technical standards, and mission objectives. The ACTR collaborates with government stakeholders, contractors, and program teams to validate compliance, identify risks, and recommend corrective actions.
You Will
• Review and validate contractor deliverables for NSTC IT contracts, ensuring compliance with technical and contractual requirements.
• Monitor contractor performance against Service Level Agreements (SLAs) and key performance indicators (KPIs).
• Document findings, prepare technical review reports, and recommend corrective actions when necessary.
• Collaborate with Contract Technical Representatives (CTR), program managers, and government stakeholders to resolve issues.
• Participate in technical meetings, audits, and performance reviews.
• Maintain accurate records of reviews, communications, and decisions.
• Ensure adherence to DoD, Navy, and NSTC IT policies, including cybersecurity and data protection standards.
• Provide on-site technical support for IT systems and administrative environments.
• Assist with troubleshooting and resolving technical issues promptly.
Desired Skills and Experience
• 3+ years of experience in IT operations, contract compliance, or technical review roles.
• Strong background in maintaining and administering computer networks and related computing environments.
• Knowledge of computer networks, hardware, software, and operating systems.
• Knowledge of DoD and Navy contracting processes, FAR/DFARS regulations, and performance monitoring practices.
• Familiarity with IT service management frameworks (e.g., ITIL) and cybersecurity standards (e.g., NIST, RMF).
• Strong analytical and problem-solving skills with attention to detail.
• Excellent communication skills to convey technical concepts to non-technical business users.
• Proficiency in Microsoft Office Suite and contract management tools.
• DoD Secret Clearance (or ability to obtain).
• DAWIA certification in Contracting or Program Management is desirable but not required.
• Experience supporting Navy IT operations or similar military organizations is a plus.
