Job description

About the Role

CBG-PSS JV, LLC is seeking a credentialed Project Manager to lead operations, maintenance, and project execution at the Pentagon Heating & Refrigeration Plant — one of the most critical federal central utility plants in the National Capital Region. The PH&RP delivers high-pressure steam, chilled water, and utility services supporting Pentagon operations 24/7/365.

The Project Manager has full authority to direct company resources and serves as the technical and contractual point of contact for the Government. This is a hands-on, on-site role at a high-security federal facility.


Key Responsibilities

  • Manage all activities required by the contract, including estimating, scheduling, resource management, and quality control/quality assurance
  • Lead the on-site team executing preventive maintenance, corrective maintenance, and service calls on high-pressure boilers, centrifugal chillers, heat exchangers, HVAC systems, and central plant mechanical infrastructure
  • Serve as the technical point of contact for performance of the contract
  • Be on-site during core hours and present for all corrective maintenance and service call work
  • Coordinate with federal stakeholders, Contracting Officer, COR, and plant operators
  • Direct subcontractor performance and oversee construction, commissioning, and return-to-service activities
  • Maintain plant operational continuity through outage planning, lockout/tagout coordination, and risk mitigation


Required Qualifications (Mandatory)

You must have ALL of the following:

  • Active Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Minimum five (5) years of direct experience managing the construction, operation, or maintenance of maritime or industrial plants
  • ONE of the following:
    • Washington DC DCRA Board of Industrial Trades Class 1 Steam Engineer License with 15 years relevant work experience; OR
    • NIULPE First Class Power Engineer License with 15 years relevant work experience; OR
    • Mechanical Engineering degree from an ABET-accredited institution with 10 years relevant work experience
  • Ability to obtain and maintain a NACI background investigation and Common Access Card (CAC)
  • Fluent English (required by contract)
  • U.S. work authorization

Preferred Qualifications

  • Prior experience at Pentagon or other federal high-security facilities
  • Experience with NAVFAC, NAVSEA, USACE, GSA, or similar federal client portfolios
  • Hands-on experience with 250+ PSIG steam plants, large centrifugal chillers (2,000+ tons), and central utility plant mechanical systems
  • Familiarity with Allen Bradley RS Logix/Studio 5000 DCS/PLC environments
  • Strong working knowledge of IBM Maximo CMMS or comparable platforms
  • OSHA 30, confined space, and arc-flash safety training
