LOCATION OF POSITION

MDH Office of Enterprise Technology (OET)\r\nDivision of Medicaid Information Systems (DMIS)\r\n201 W. Preston Street\r\nBaltimore, MD 21201\r\n\r\n

Main Purpose of Job

The main purpose of this full-time contractual position will be to function as a Programmer Analyst Lead for the Claims Team of the Division of Medicaid Information Systems (DMIS), analyzing, designing, developing, testing, documenting, and implementing programming solutions for the MMIS-II system. This position will also lead lower-level IT Programmer Analysts through training, assigning, approving, and reviewing their work, and providing technical guidance and consultation.\r\n\r\n\r\nPlease Note: This position is hybrid telework eligible.\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet the minimum qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.\r\n\r\nExperience:Six yearsof experience, two years of experience designing, developing, testing, implementing andmaintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.\r\nNotes:\r\n1. Candidates may substitute six credit hours of coursework in application analysis and programming using generallyaccepted computer programming languages or other developmental tools for six months of the required experience.\r\n2. Candidates may substitute graduation from an accredited high school or possession of a high schoolequivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.\r\n3.Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programminglanguages or other developmental tools for the additional four years of the required experience.\r\n4. Candidates may substitute experience on a year-for-year basis in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, for a high school education.\r\n5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.\r\n6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer SystemsProgramming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following desirable qualification(s). Include clear and specific information on your application regarding your qualifications.\r\n\r\n\r\n Experience supporting the Maryland Medicaid Management Information System (MMIS) or another States MMIS.\r\n Experience in IBM z/OS mainframe application development and support.\r\n Experience and proficiency in COBOL, CICS, JCL, DB2, VSAM, ISPF and TSO.\r\n Experience with debugging and performance tools such as Xpeditor, File-AID and QMF.\r\n Experience with Information Builders FOCUS.\r\n \r\n\r\n\r\n

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.\r\n

BENEFITS

\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
