Job description

Director, Contracts leads TCOM contracts department and the personnel within that group. Provides leadership required to foster and implement value added change to the enterprise. Provides senior level guidance on highly complex US Government, commercial and international contract issues to senior management, program managers and contracts personnel. Directs personnel and activities of the geographically dispersed contracts department as well as plans, develops, and implements policies, procedures, and objectives that support the contract administration function in accordance with objectives of the organization. Confers with Sr. Leadership, particularly the Programs organization, to align business objectives, develop organizational policies related to contract administration, and to coordinate the contract administration function.
Working Procedure:
  • Oversee contract negotiations and overall contract preparation.
  • Directs activities concerned with amendments to or extensions of contracts.
  • When applicable, directs the review of bids from other firms for conformity to contract/RFP requirements and determines acceptable bids.
  • Directs the development, installation, and maintenance of contract tracking tools that provide traceability to carry out activities associated with certified cost and pricing data, TINA certifications, internal and external audit support and other certifications and/or compliance activities.
  • Advises Program Management, Functional Management and Sr. Management regarding contractual rights, obligations, and other contractual matters at all stages of Program Execution as well as any directed stop work orders or other contractually binding matters.
  • Coordinate with the Director of Subcontracts to ensure alignment with major subcontractors/suppliers with regards to contract flow downs, payment plans and other key terms and conditions to align the Procurement functions with contractual requirements.
  • Apply detailed knowledge of commercial products to include development of justification, definitions, price analysis, pricing, and government approval, terms and conditions.
  • Experience with application of Data Rights assertions including background IP and how they apply to contracts, Proposals, etc.
  • Knowledge of DCMA and DCAA audit requirements and ensure adherence to rules in the preparation and negotiation of proposals.
  • Knowledge of performance and progress-based payment plans and process for approval.
  • GSA OASIS knowledge to include reporting and proposal requirements.
  • Working knowledge of all contract types to include FFP, CPFF, CR, T&M, CPAF and CPIF.
  • Responsible for contract file integrity ensuring ability to provide detailed information to requestor's in a short timeframe. Contracts files need to include applicable correspondence to include contracts letters, emails, etc with internal and external personnel, past decisions made, etc.
  • Understand TCOM Culture focusing on rapid responses, prioritization of duties, etc.
  • Lead necessary policy and procedure development and implementation.
  • Knowledge and understanding of FMS contracts and processes.
  • Hire, train, and develop contract personnel at various levels.
  • Establish and implement contract's department goals by flowing them down to appropriate personnel.
  • Perform personnel evaluations and provide disciplinary action if required.
  • Assign contracts and manage departmental personnel workloads.
  • Work with the Legal, Security and Export Control Departments to ensure compliance with Laws.
  • Perform other duties and responsibilities as assigned.

Note: The Director of Contracts position is a working manger's position where the incumbent performs the same duties as the Senior Contracts Representative and or a Contracts Representative.
Education Requirement: Bachelor's Degree in Finance, Business, Contracts Management, Engineering, or a related field.
Experience Requirement: Minimum of 15 years' experience or the equivalent experience in Contracts management covering a variety of different contracts in several product areas with several customers including exposure to international and commercial contracts and contracting for defense system(s). Five such years in a supervisory role in a contracts department or function.
In compliance with state and local laws, the salary range for this role is $139,242 - $224,481. The range provided is a general guideline and good faith estimate representative of all experience levels but is not a guarantee of compensation or salary. TCOM considers several factors when extending an offer including, but not limited to, the scope and responsibilities of the position, a candidate's experience, education/training, key skills, internal equity, and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
