Overview/ Job Responsibilities

Position is contingent upon contract award and funding.

Entarian is seeking an experienced Program Security Officer (PSO) to provide comprehensive security management and oversight for classified Department of Defense and Intelligence Community programs. The PSO serves as the primary security authority responsible for ensuring compliance with Special Access Program (SAP), Sensitive Compartmented Information (SCI), and collateral security requirements while supporting program execution across government, contractor, and mission partner organizations. This position provides security leadership throughout the program lifecycle, ensuring personnel, physical, industrial, and information security requirements are effectively implemented and maintained.

The ideal candidate will have demonstrated experience supporting classified defense or space programs involving Special Access Programs (SAP), Sensitive Compartmented Information (SCI), secure facilities, mission operations, and government security compliance.

Key Responsibilities may include, but not limited to:

  • Serve as the Program Security Officer (PSO) for assigned classified programs, providing day-to-day security oversight and ensuring compliance with applicable DoD, Intelligence Community, and customer security requirements.
  • Act as the primary security advisor to program management, government customers, contracting officers, and technical leadership on all program security matters.
  • Manage and administer security requirements for SAP, SCI, collateral, and Controlled Unclassified Information (CUI) environments.
  • Oversee security operations for accredited SCIFs and SAP Facilities (SAPFs), ensuring compliance with ICD 705, Intelligence Community, and DoD physical security standards.
  • Develop, maintain, and administer Security Billet Plans (SBPs), ensuring personnel access requirements align with program staffing and mission needs.
  • Prepare, review, coordinate, and maintain DD Form 254s, ensuring contract security requirements are accurately documented and communicated to subcontractors and supporting organizations.
  • Coordinate Need-to-Know (NTK) determinations, access approvals, visit requests, and security eligibility for program personnel.
  • Manage JADE nominations, accesses, debriefings, indoctrinations, and related personnel security actions in coordination with government security offices.
  • Coordinate personnel security processing, clearance verification, SCI nominations, SAP nominations, crossover actions, and access management activities.
  • Develop and maintain program security documentation, security procedures, standard operating procedures (SOPs), and security plans supporting classified operations.
  • Conduct security self-inspections, compliance reviews, facility assessments, and corrective action tracking to ensure continuous compliance with applicable regulations.
  • Coordinate classified meetings, secure communications, classified material handling, foreign travel reporting, classified visit certifications, and secure information transfer.
  • Investigate security incidents, prepare required reports, coordinate corrective actions, and support government security investigations as required.
  • Provide security education, awareness training, and program-specific security guidance to employees, subcontractors, and program leadership.
  • Coordinate closely with Facility Security Officers (FSOs), Contractor Program Security Officers (CPSOs), Information System Security Managers (ISSMs), Information System Security Officers (ISSOs), government Program Security Officers, and customer security representatives.
  • Support proposal activities, contract transitions, facility accreditations, and new program stand-up efforts involving classified security requirements.
  • Prepare executive-level security briefings, status reports, risk assessments, and compliance updates supporting program leadership and government stakeholders.

Salary range: $154,000.00 - $180,000.00

Minimum Qualifications
  • Active Top Secret security clearance with SCI eligibility (current TS/SCI preferred).
  • Bachelor's degree in Criminal Justice, Security Management, Business Administration, Information Assurance, or a related discipline. Equivalent experience may be considered.
  • Minimum ten (10) years of experience supporting Department of Defense, Intelligence Community, National Security Space, or other classified government programs.
  • Demonstrated experience serving as a Program Security Officer (PSO), Contractor Program Security Officer (CPSO), Facility Security Officer (FSO), or equivalent security leadership role.
  • Extensive knowledge of Special Access Program (SAP), Sensitive Compartmented Information (SCI), collateral security, and classified contract security requirements.
  • Demonstrated experience administering accredited SCIFs and/or SAPFs in accordance with ICD 705 and applicable customer requirements.
  • Experience developing and managing Security Billet Plans (SBPs).
  • Experience preparing, reviewing, and administering DD Form 254s.
  • Experience managing Need-to-Know (NTK) determinations, personnel access requests, and security eligibility processes.
  • Experience preparing and coordinating JADE nominations, SCI nominations, SAP nominations, indoctrinations, and debriefings.
  • Knowledge of the National Industrial Security Program (NISP), DoD Manual 5205 series, ICD 705, Intelligence Community directives, and applicable customer security policies.
  • Experience conducting security inspections, compliance assessments, incident reporting, and corrective action management.
  • Excellent written and verbal communication skills with the ability to interact effectively with government security officials, program leadership, and technical personnel.
  • Proficiency with Microsoft Office Suite, including Word, PowerPoint, Excel, Outlook, and SharePoint.
  • Ability to travel approximately 25% to support customer locations, classified facilities, security inspections, and operational activities.
Desired Qualifications
  • Current TS/SCI with active SAP eligibility or current SAP access.
  • Experience supporting U.S. Space Force, Space Systems Command, National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), Missile Defense Agency (MDA), or Intelligence Community programs.
  • Experience standing up new classified programs, SCIFs, or SAPFs.
  • Experience supporting classified proposal efforts, capture activities, and contract transitions.
  • Familiarity with DISS, NBIS, JADE, Scattered Castles, and other government personnel security systems.
  • Experience supporting multiple classified programs simultaneously within a government contractor environment.
  • Industrial Security Professional (ISP) certification, Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification (SAPPC), or Certified Protection Professional (CPP).
  • Strong knowledge of classified document control, COMSEC coordination, classified meeting management, secure visitor control, and foreign ownership, control, or influence (FOCI) considerations.
  • Demonstrated ability to build collaborative relationships with government security offices, customer representatives, subcontractors, and cross-functional program teams.
