Job description

The Proposal Writer will be responsible for the development, coordination, and submission of compelling, compliant, and competitive proposals for federal construction contracts. The ideal candidate will specialize in Indefinite Delivery Indefinite Quantity (IDIQ), Job Order Contracts (JOC), Simplified Acquisition of Base Engineering Requirements (SABER), Multiple Award Construction Contracts (MACC), Multiple Award Task Order Contracts (MATOC), and Single Award Task Order Contracts (SATOC). This role requires meticulous attention to detail, strategic thinking, and exceptional writing and organizational skills.

Key Responsibilities:

  • Develop, write, and manage the proposal process from pre-RFP through post-submission, ensuring clarity, compliance, and compelling narratives tailored to federal agency requirements.
  • Analyze solicitations to thoroughly understand requirements, evaluation criteria, and technical specifications specific to IDIQ, JOC, SABER, MACC, MATOC, and SATOC.
  • Collaborate with technical, operations, and management teams to gather critical data and project information necessary to accurately portray company capabilities and past performance.
  • Manage timelines, coordinate proposal inputs, and conduct internal reviews to ensure accuracy, consistency, and responsiveness.
  • Create, update, and maintain a library of standard proposal content, project descriptions, resumes, past performance documentation, and other supporting materials.
  • Perform thorough quality assurance and compliance checks against solicitation requirements prior to proposal submission.
  • Coordinate closely with graphic designers and other team members to enhance proposal visual appeal and professional presentation.
  • Participate in proposal kickoff meetings, color reviews, debriefings, and lessons-learned sessions to continually refine and improve proposal strategies and outcomes.

Qualifications:

  • Bachelor’s degree in English, Communications, Business, Construction Management, or related field, or equivalent professional experience.
  • Minimum of 3-5 years of direct experience writing proposals specifically for federal construction contracting vehicles such as IDIQ, JOC, SABER, MACC, MATOC, and SATOC.
  • Thorough understanding of federal acquisition processes, FAR/DFARS regulations, and familiarity with government procurement platforms (e.g., SAM.gov, Beta.SAM).
  • Exceptional writing, editing, and proofreading skills with demonstrated ability to produce clear, concise, and compliant proposals.
  • Strong organizational skills, attention to detail, and the ability to manage multiple proposals simultaneously under tight deadlines.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Adobe Acrobat, and familiarity with collaboration tools (SharePoint, Teams).
  • Excellent interpersonal and communication skills, with the ability to effectively collaborate with internal and external stakeholders.

Preferred Qualifications:

  • APMP Certification (Foundation or Practitioner).
  • Experience with proposal management software and graphics tools (e.g., Adobe Creative Suite).
  • Prior experience in the construction industry and understanding of construction processes and terminology.
