Job description

The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Strategic Contract Manager-IDIQs to support our Corporate Operations located in Orlando, Florida.
The Strategic Contract Manager is responsible for the lifecycle management, compliance, administration, and growth of the company's contract portfolio of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts (i.e. GWACS, MACs, GSA FSS) within the federal government contracting environment. This role focuses on the master contract level, ensuring the health of the vehicle, managing mandatory reporting, proposal coordination and communication with government and internal stakeholders to ensure maximum vehicle utilization and successful execution of IDIQ contracts.
DESCRIPTION OF RESPONSIBILITIES:
  • Responsible for the overall administration of IDIQ Contracts (GWACs, MACs, GSA, FSS), ensuring the company maintains good standing and meets all contractual obligations for the life of the vehicle.
  • Lead and provide overarching guidance for the acquisition of new IDIQ contract vehicles, including vehicle on ramping. Directs proposal management activities, interpreting complex RFP instructions and orchestrating RFP activities with internal stakeholders.
  • Serve as the primary corporate point of contact for the government program management offices and/or contracting officers at the master IDIQ contract level.
  • Partner with Business Development and Capture team members to maximize vehicle utilization. Provide subject matter expertise on vehicle-specific evaluation criteria. Monitor and assist with task order solicitations, requests for proposals (RFPs), and requests for task order proposals (RTOPs) under IDIQ vehicles.
  • Support proposal development, pricing, and submission of task order responses as required.
  • Ensure compliance with contract terms, federal regulations (FAR/DFARSs), and company policies at the IDIQ and task order level.
  • Track and report on master IDIQ level contract ceiling utilization, period of performance, and the impact of contract modifications across the IDIQ portfolio.
  • Maintain accurate contract documentation and lead the submission of all mandatory master IDIQ contract level reporting requirements.
  • Provide guidance to business development team members and stakeholders regarding contract requirements and compliance.
  • Support negotiations related to task orders, contract modifications, and master IDIQ level scope changes.
  • Monitor contract performance metrics and ensure timely, high-quality deliverables and reporting to the government customers at the master IDIQ contract level.
  • Maintain strong relationships with government stakeholders to support contract growth and successful program-wide execution.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
Bachelor's Degree in Business Administration, Contracts Management, Finance, or a related field (or equivalent experience).
REQUIRED SKILLS AND EXPERIENCE:
  • Five to seven (5-7) years of progressive experience in federal government contracting.
  • Demonstrated experience managing complex federal IDIQ contract vehicles, including GWACs, MACs, or GSA Federal Supply Schedules.
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and government procurement processes.
  • Experience leading or supporting the acquisition of new IDIQ contract vehicles, including interpretation of complex solicitation requirements and contract administration.
  • Strong organizational and project management skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple contract vehicles and deadlines simultaneously.

DESIRED SKILLS AND EXPERIENCE:
  • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) certification through the National Contract Management Association (NCMA).
  • Experience working with contract management systems such as Deltek Costpoint or similiar ERP systems, as well as federal portals like GSA eBuy, Symphony, PIEE, etc.
