Pay Range:$54.60 - $76.93Southeast Alaska Regional Health Consortium (SEARHC) is a tribally owned, nonprofit health consortium that serves Alaska Native people and other residents across Southeast Alaska. Our region spans island and coastal communities-many accessible only by boat or plane-where weather, geography, and limited on-site resources make reliable digital services essential. SEARHC teams partner closely with clinical, operational, and community stakeholders to deliver compassionate, culturally grounded care, and to modernize systems that improve access, communication, and outcomes for patients across the region.
The Technical Product Delivery Manager is accountable for delivery outcomes across one or more digital product domains and/or a portfolio of initiatives. This role establishes delivery governance, leads release strategy and CI/CD maturity, ensures vendor and internal teams execute reliably, and aligns technical delivery with SEARHC's mission, patient experience, security/privacy obligations, and operational constraints of Southeast Alaska.
This is an outstanding opportunity to join a team focused on end-to-end technical product delivery for SEARHC's evolving application portfolio. In these roles, you'll collaborate with stakeholders and vendors to drive backlog clarity, delivery execution, testing, and release readiness-bringing disciplined CI/CD practices and strong operational handoffs that improve reliability, usability, and the patient and staff experience.

Key Essential Functions and Accountabilities of the Job
  • Portfolio Delivery Strategy & Governance
    • Define and run the delivery operating model: intake, scope definition, prioritization support, roadmap execution rhythms, milestones, release governance, and stakeholder cadences.
    • Own delivery health across multiple workstreams (scope, schedule, quality, risk, budget where applicable).
    • Maintain user stories, acceptance criteria, and supporting documentation in the team's work-tracking system (e.g., Azure DevOps/Jira equivalent).
    • Coordinate meetings, agendas, notes, and action items for sprint ceremonies and delivery checkpoints.
    • Track dependencies, risks, and decisions; escalate issues with clear context and proposed options.
    • Lead backlog refinement with Product and technical teams; ensure stories are sized, testable, and sequenced.
    • Facilitate sprint ceremonies and cross-team coordination; manage dependencies and delivery commitments.
    • Standardize "definition of ready/done," release readiness, change management, and operational handoff patterns.

  • Technical Collaboration
    • Translate product objectives into technical delivery plans; partner with architects/engineers to validate feasibility.
    • Coordinate environments and release pipelines with DevOps/engineering; ensure repeatable deployment and rollback practices.
    • Lead defect triage and prioritization; drive root-cause learning and prevention.

  • Testing & Release Readiness
    • Execute test cases, document results, and coordinate defect triage with engineering/vendors.
    • Validate that delivered features meet acceptance criteria and are ready for release.
    • Support release activities (checklists, go/no-go inputs, post-release validation).

  • CI/CD, Reliability & Engineering Enablement
    • Track and report delivery metrics (cycle time, defect escape rate, release success rate, SLA adherence).
    • Implement process improvements that increase predictability and quality (definition of ready/done, test automation collaboration).
    • Drive maturity improvements in CI/CD, environment management, observability, incident readiness, and rollback/feature flag strategies.
    • Partner with engineering leadership to advance test automation, security scanning, and deployment reliability.
    • Establish performance indicators and reporting for delivery and operational stability.

  • Vendor & Contract Performance Management
    • Lead vendor performance oversight: SLAs, quality, release predictability, issue escalation, and continuous improvement commitments.
    • Coordinate contract deliverables with internal stakeholders; ensure deliverables are measurable, enforceable, and aligned with patient safety and privacy.
    • Manage vendor roadmap alignment and negotiate delivery sequencing to meet SEARHC priorities.

  • Stakeholder Leadership & Change Management
    • Serve as a primary delivery leader with business owners, clinical/operations partners, IT security/privacy, and support teams.
    • Provide executive-level communications: status, risks, tradeoffs, and decision briefs.
    • Ensure training, communications, and adoption planning are resourced and effective.

  • Scope & Decision-Making
    • High autonomy; accountable for delivery outcomes, governance, and cross-team alignment.
    • Owns escalation pathways, risk acceptance recommendations, and release readiness sign-off frameworks.

Other Functions
  • Performs other related functions or duties as assigned or required.

Supervisory Responsibilities
Technical lead in mid-sized projects and initiatives in the DevSecOps and CI/CD ecosystem.
Education, Certifications, and Licenses Required
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field required, advanced degree a plus.

Experience Required
  • 8-12+ years in technical delivery leadership, product operations, program delivery, or engineering-adjacent management.
  • Demonstrated success leading multi-team delivery, vendor-managed delivery, and CI/CD or release governance improvements.
  • Strong understanding of security/privacy considerations in regulated environments; ability to translate into delivery controls.
  • Proven executive communication, negotiation, and conflict-resolution skills.

Knowledge, Skills, and Abilities
  • Preferred Qualifications
    • Experience in healthcare delivery organizations, EHR-adjacent ecosystems, or patient mobile platforms.
    • Familiarity with interoperability concepts (HL7/FHIR), identity/access management, and mobile platform release governance.
    • Experience building delivery metrics and using them to drive measurable improvement.

  • AI Literacy Expectations
    • Establish responsible AI usage patterns in delivery governance: what is approved, how outputs are validated, how data is protected, and how exceptions are handled.
    • Evaluate vendor claims about "AI features" with a delivery lens: security, privacy, auditability, uptime, bias risk, model updates, and operational support.
    • Define metrics for AI-enabled productivity gains that do not compromise quality (e.g., reduced cycle time with stable defect escape rates).
    • Ensure AI-assisted workflows are inclusive, accessible, and aligned with SEARHC values and community expectations.
    • Demonstrate good judgment and maintain confidentiality; follow SEARHC security/privacy policies and role-based access controls.
    • Treat AI outputs as drafts requiring validation, especially when they impact patient experience, security, or compliance.
