Job description

GovCIO is hiring an entry-level Proposal Analyst/Technical Writer to join our dynamic team of growth professionals. This is a dual-focus writing role: you'll help win federal business by turning complex solicitation requirements into clear, compliant, and compelling proposal content, and you'll produce the technical documentation - user guides, SOPs, knowledge base articles, training materials - that our programs and customers rely on.
You'll interview subject matter experts, translate dense technical material into plain language, and work alongside experienced capture, proposal, and delivery professionals who will coach you as you build depth across government customers. This role sits within GovCIO's Vets Sector MIAMI Business Unit, Mission Alignment Pillar, where you're writing directly supports how senior leaders and government direction are translated into the plans, materials, and knowledge our business unit runs on.
This position is fully remote within the United States.
Responsibilities
Mission Alignment & Strategic Support
  • Support GovCIO's Mission Alignment Pillar by helping translate the priorities and direction of senior leaders and government stakeholders into clear, actionable materials for the business unit.
  • Develop strategic plans, briefings, and supporting materials that turn concepts and priorities from senior leadership into structured, executable documents.
  • Create and maintain organizational charts that reflect personnel and reporting structures across the business unit.
  • Build and maintain SharePoint sites to organize, share, and manage information across the business unit.
  • Translate government-provided material into content that supports internal training, onboarding, and knowledge sharing within the business unit.

Proposal Development
  • Create compliant and compelling proposal content by thoroughly analyzing solicitation requirements and working as part of a proposal team. Assignments include supporting and leading past performance and resume development with oversight and coaching.
  • Draft, edit, format, and proofread proposal content in response to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotations (RFQs).
  • Apply critical thinking to iteratively develop content using proposal best practices such as storyboarding.
  • Collaborate with proposal team members to integrate win themes, discriminators, and strengths into assigned written sections.
  • Ensure the accuracy of data and the alignment of assigned sections with overall proposal strategy and messaging.
  • Serve as a past performance or resume writer covering multiple contracts or candidates.
  • Deliver required artifacts on schedule.

Technical Documentation
  • Develop, edit, and maintain technical documentation, user guides, help guides, standard operating procedures (SOPs), and training materials.
  • Conduct interviews and information-gathering sessions with subject matter experts (SMEs) to translate concepts into clear, user-friendly content.
  • Assist in the creation and maintenance of knowledge base articles, FAQs, quick-reference guides, and online help documentation.
  • Support the development of visual aids, diagrams, process flows, charts, and infographics that enhance mission critical documentation.

Collaboration and Quality
  • Collaborate with SMEs, project managers, analysts, and government stakeholders to gather information and document business and technical processes.
  • Participate in project meetings to understand requirements, timelines, and documentation needs.
  • Ensure consistency in writing style, formatting, terminology, and branding across technical documents and proposal submissions.
  • Apply document templates, style guides, and government formatting standards to deliver professional-quality products.
  • Adhere to organizational quality standards, security requirements, and government documentation policies.
  • Perform other duties as assigned.

Qualifications
Required Skills and Experience
  • Bachelor's degree with 1-3 years of relevant experience (or commensurate experience). Degrees in English, Communications, Technical Writing, Journalism, or a related field are a plus.
  • Experience responding to government solicitations (RFPs, RFQs, RFIs, etc.).
  • Ability to write compliant and compelling proposal sections in response to government solicitations.
  • Experience writing and tailoring non-technical and technical proposal content (e.g., past performance, resumes) for a wide variety of IT solutions.
  • Demonstrated ability to produce technical documentation - such as user guides, SOPs, help content, or training materials - for a non-expert audience.
  • Ability to interview subject matter experts and translate complex technical concepts into clear, accurate, user-friendly content.
  • Strong editing and proofreading skills, with attention to consistency in style, formatting, and terminology.
  • Experience working within document templates and style guides.
  • Excellent communication and collaboration skills.
  • Proficiency with MS Office, including Word, Excel, and PowerPoint.
  • Ability to adapt and thrive in a fast-paced, deadline-driven environment.

Preferred Skills and Experience
  • Experience writing for government proposals.
  • Familiarity with government documentation and formatting standards (e.g., Section 508 accessibility, agency style guides).
  • Experience creating visual aids such as diagrams, process flows, charts, or infographics (e.g., Visio, Lucidchart, Illustrator).
  • Exposure to documentation or knowledge management platforms (e.g., SharePoint, Confluence, MadCap Flare, ServiceNow knowledge base).
  • Familiarity with government program operations and the environments GovCIO teams support.

Clearance Required:
  • Ability to obtain and maintain a Suitability/Public Trust clearance.
