This position manages contract and subcontract administration, documentation, records, and compliance throughout the contract lifecycle.

The successful candidate will have strong knowledge of Department of Defense/Department of War contracting, the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and requirements applicable to federal prime contractors and subcontractors. A paralegal, legal, or contract administration background is highly desirable.

  • Administer the Jordan C3i System Modernization contract and other GC2IT government and commercial contracts.
  • Draft, issue, and maintain subcontracts, consulting and nondisclosure agreements, teaming agreements, purchase terms, task authorizations, modifications, and related documents.
  • Develop subcontract terms and conditions, including applicable FAR, DFARS, agency-specific, cybersecurity, export-control, and prime-contract flow downs.
  • Review solicitations, contracts, task orders, statements of work, and modifications to identify requirements, risks, obligations, deliverables, and required actions.
  • Track funding, periods of performance, options, changes, deliverables, correspondence, approvals, and contractual commitments.

  • Coordinate the preparation, review, approval, submission, and disposition of contractual deliverables.
  • Monitor subcontractor performance, funding, deliverables, invoicing, reporting obligations, and compliance.
  • Advise program management, engineering, finance, purchasing, logistics, security, and quality personnel on contractual interpretation and compliance.
  • Support proposals by reviewing solicitations and terms, preparing compliance matrices, identifying required representations and certifications, and advising management of contractual risks.
  • Support negotiations, contract changes, requests for equitable adjustment, claims documentation, and issue resolution.
  • Monitor compliance with FAR, DFARS, export-control, cybersecurity, records-retention, government-property, and other contractual requirements.
  • Coordinate contract actions with customers, subcontractors, vendors, legal counsel, and internal stakeholders.
  • Support contract and subcontract closeout, including final deliverables, records disposition, warranty documentation, and releases of claims.

Required Qualifications

  • Bachelor's degree in business, contract management, acquisition, legal studies, or a related field; relevant experience may substitute for a degree.
  • Five or more years of federal contract and subcontract administration experience, preferably in a Department of Defense environment.
  • Strong working knowledge of FAR, DFARS, government contract terms and conditions, and subcontract flow down requirements.
  • Experience drafting and administering subcontracts, modifications, nondisclosure agreements, teaming agreements, and related contractual documents.
  • Experience maintaining contract files, deliverable and CDRL records, warranties, software licenses, EULAs, and related program documentation.
  • Ability to analyze complex contractual documents, identify risks and obligations, and communicate requirements clearly to technical and business personnel.
  • Strong organizational, analytical, writing, negotiation, and records-management skills.
  • Ability to manage competing priorities and maintain accurate documentation under deadlines.
  • Proficiency with Microsoft Office and electronic contract or document-management systems.
  • U.S. citizenship and ability to obtain and maintain any required security clearance.

Preferred Qualifications

  • Paralegal certificate, Juris Doctor, legal studies degree, or experience in a law firm, corporate legal department, or government contracts organization.
  • Experience supporting international DoD security cooperation, Foreign Military Sales, Building Partner Capacity, or overseas defense programs.
  • Experience with Costpoint, WAWF, PIEE, SAM.gov, or other federal contracting systems.
  • Familiarity with ITAR, EAR, controlled unclassified information, and DoD cybersecurity requirements.
  • Experience supporting engineering, logistics, software, technical services, or systems-integration contracts.
  • NCMA certification, such as CPCM, CFCM, or CCCM.
