Description
Company Description:
ASG is a Minority- and Woman-Owned, Physician-Owned small business with over 15 years of experience in federal government contracting. We deliver a wide range of technology services, including software development, mobile apps, AI/ML, analytics, data science, big data, DevSecOps, digital transformation, cloud, and cybersecurity. ASG is CMMI Level 3 certified and holds ISO 9001:2015, 20000-1:2018, and 27001:2022 certifications.
Job Description:
ASG is seeking an experienced Contracts Manager to lead full life-cycle contract administration, support proposal development, and drive compliant, competitive business/pricing volumes. The ideal candidate is a proactive, consulting-style professional who anticipates needs, communicates clearly, and thrives in a fast-paced GovCon environment.
What You Will Do:
  • Administer the full contract and subcontract life cycle across Federal, State, Local, Education, and Commercial customers.
  • Draft, negotiate, and manage NDAs, TAs, subcontracts, subcontract modifications, vendor agreements, and prime contract actions.
  • Perform flow-down analysis and apply appropriate FAR/DFARS and agency clauses to subcontracts, ensuring compliance and risk mitigation.
  • Interpret RFPs/RFQs and lead proposal business volumes, pricing models, and compliance deliverables (price, COI, reps & certs, risk reviews).
  • Advise leadership and project teams on contractual rights, risks, obligations, and regulatory compliance (FAR/DFARS and agency supplements).
  • Support development and implementation of contracting policies, procedures, templates, and standard terms.
  • Coordinate with internal teams (Accounting, Operations, BD/Proposal, HR) and engage directly with Government representatives (CO, DCAA, DCMA).
  • Maintain contract records, documentation, and audit readiness; support DCAA/DCMA audit and pricing requests.
  • Contribute to corporate training, process improvements, and compliance programs.
  • Work independently to proactively solve issues, support operational teams, and meet critical deadlines.

Requirements
What We Need:
  • Bachelor's degree in business, contracts, or a related field.
  • Minimum 5+ years of federal government contracting experience with direct responsibility for contracts and subcontracts.
  • Strong knowledge of FAR, DFARS, and agency supplements, with experience supporting a range of contract types (FFP, T&M, CPFF, IDIQ, BPA, MAS/GSA, etc.).
  • Proven experience drafting, analyzing, and negotiating subcontracts, prime contracts, NDAs, and TAs.
  • Expertise performing flow-down analysis and applying required FAR/DFARS clauses to subcontracts and vendor agreements.
  • Experience developing cost/pricing models, price proposals, compliance matrices, and business volumes.
  • Ability to assess contractual risk, ensure compliant proposal submission, and guide teams through all phases of the contract life cycle.
  • Exceptional communication, negotiation, and stakeholder-management skills, including working with senior leadership.
  • Advanced Excel skills and proficiency with MS Office; experience with contract management or ERP systems (Unanet, Deltek, JAMIS, Salesforce) a plus.
  • Strong organizational, problem-solving, and time-management abilities; able to manage multiple priorities with minimal supervision.
  • Flexibility to work extended hours when required to meet deadlines.
  • Professional, proactive, consultative working style with high integrity and accountability.
