Job description

DSH-Napa General Services Department currently has a full-time permanent vacancy for the Analyst II classification (Formerly an Associate Governmental Program Analyst)
This position is 100% in office and will be required to work Monday - Friday, 8:00 am to 5:00 pm (lunch from 12:00 pm to 1:00 pm).
The contracts analyst will be responsible for the following duties:
Develops format and assists hospital staff with advertising, bidding, and preparation of Standard Agreements and Interagency Agreements; reviews all Invitation for Bids (IFB) and Request for Proposals (RFP); and executes the bid process in accordance with State contracting law, regulations, rules, and policies.

  • You must complete the STD. 678 Employment Application and include duties performed with Supervisor's name and Contact information. All experience and education relatable to this classification should be included to demonstrate how you meet the minimum qualifications for this position. Incomplete applications will not be considered.
  • Attach a copy of proof of degree and transcripts if education is required to meet the minimum requirements. Foreign transcripts must be evaluated and submitted with application STD. 678.
  • A Statement of Qualifications (SOQ) is required with your application and serves as documentation of each candidate's ability to present information clearly and concisely in writing and must be typed, not more than two pages in length, must include the applicant's name in the header, and must clearly address the questions in numbered format.

Working Conditions
Additional Responsibilities:
Interface with Department/Program Managers and negotiate with the contractor/vendor to develop applicable and pertinent scope of work and payment provisions. Execute service orders (service agreements); advise staff regarding contract and service order process, policy, laws, and timeframes. Responsible for development (maintenance/revision) of Department of State Hospitals - Napa contracts procedures training manual utilized by Department/Program Managers and their designees. Provide related consultation and training on legal contract procedures and preparation. Update hospital staff regarding changes to ensure that the hospital remains in compliance with the laws and requirements set for or by the state.
Review, audit, and analyze all bid packages and contractor bid proposals for compliance and determine contract award. Determines level of contract approval (i.e., agency, headquarters, or Department of General Services); and proceeds and attains appropriate contract approvals.
Review all agreements for a form consistent with the goals and objectives of the request and compliance with state laws, regulations, rules, and policies. Interfaces with internal and external control entities; and negotiates with contractor/vendors and representatives of other agencies. Maintain tracking system as to the progress of each contract. Works with Program/Department Managers for utilization of multi-year contracts as appropriate.
Monitor contract performance/compliance on projects throughout the contract period; provide consultation and recommendations to Department Managers regarding potential contract related problems; and advise appropriate action for problem resolution. Responds to the Department of General Services - Office of Legal Services with documentation supporting the hospital's position if a protest hearing is scheduled. Interface with Procurement staff in learning aspects of the day-to-day procurement functions. Provide assistance and back-up Procurement staff in the completion of daily tasks or special projects to support the department's efficiency, as needed. Provide training on aspects of the day-to-day contract functions to other personnel involved in Procurement and Contract operations. May act as lead in the absence of the Procurement Officer.
