Job description

Job Title:  Senior Project Manager
Location:  Laurel, Maryland 
 
Rivet Operations Company is looking for a Senior Project Manager to lead large-scale construction projects in support of the United States Secret Service (USSS) Facility Engineering Branch at the James J. Rowley Training Center (JJRTC). This individual is responsible for the oversight of all construction efforts at a large project site and provides day-to-day project management for construction and service projects.
The Senior Project Manager works closely with the Lead Project Manager, the CO, and the COR to coordinate stakeholders, resolve complex issues, and ensure facility planning, design, and construction management activities are executed to standard. The position independently applies advanced techniques to complex assignments and is viewed as a fully competent, experienced professional operating under limited supervision and general direction.
This role demands deep construction project management experience, including experience leading high-value projects, and the ability to support travel between JJRTC and associated project locations.
 
Key Responsibilities
• Oversee large-scale construction projects and provide oversight of all construction efforts at a large project site.
• Provide the day-to-day project management for construction and service projects.
• Coordinate with customers and conduct schedule review and design review.
• Develop solutions to construction problems or existing field conditions, and review contractor submittals for contract conformance.
• Coordinate stakeholders and resolve operational and technical issues promptly.
• Support the CO and COR throughout the acquisition phases of each project, including answering offerors' questions and attending/participating in site orientation visits and joint contractor/Government meetings.
• Draft technical responses to change orders and prepare statements of work and cost estimates for new contracts and contract modifications.
• Travel required to different government locations periodically.  

Required Qualifications
• Four-year degree in construction management, civil engineering, or a related field, or an equivalent combination of technical training and/or experience.
• Minimum of 20 years' project management work experience on commercial or Government construction projects.
• Project management experience on projects over $50M.
• Ability to independently apply advanced project management techniques to complex assignments under limited supervision and general direction.
• Strong leadership, communication, organizational, and problem-solving skills.
• Proficiency with Microsoft Office Suite and project management tools.
 
Preferred Qualifications
• Project Management Professional (PMP) or other project management certification.
• Experience leading high-value ($50M+) Federal Government construction projects.
• Experience preparing statements of work, independent government cost estimates, and change order documentation.
• Experience coordinating multidisciplinary design, construction, and commissioning efforts.
 
Security Clearance
Requires US citizenship. The applicant must possess (or be able to obtain) a favorable Tier 4 Public Trust background investigation within the last 5 years and complete all USSS suitability and non-disclosure documentation prior to commencing work.

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
