Job Summary

The Sr Mgr DT Sys Design & Dev (i.e., security badging technology, video surveillance and other security products) owns one or more IT processes within one functional area. The position manages services provided to one or more internal and external customer(s). The Sr Manager works on multiple projects as a technical delivery team owner, and sometimes as a project leader while managing matrixed resources, responsible for systems analysis, design development, integration enhancement, maintenance, and support. 

Essential Functions
  • Oversee the state of good repair program and electronic physical security asset lifecycle management program, inclusive of budget and strategy.
  • Manage the physical security systems support personnel and processes.
  • Report system health via dashboards, reports and presentations.
  • Manage projects related to health monitoring, continuous improvement and performance metrics of physical security systems.
  • Contract management and vendor oversight of operation and support vendors
  • Support physical security project transition to O&M through IV&V, testing and go-live readiness activities.
  • Maintain system documentation library of system as-builts, architecture and lifecycle replacement schedule.
  • Coordinate system support activities with the service desk, field support, ENEC, Cybersecurity and other DT horizontal services.
  • Measure service performance and implements improvements as needed.
  • Manage improvement processes that impact customer satisfaction and relationships.
  • Own and govern a portfolio of technology services and systems, establishing service strategy, performance expectations, and multiyear roadmaps aligned with business and IT priorities.
  • Provide senior people leadership to managers and technical leaders, setting direction, managing capacity, and ensuring consistent delivery across multiple teams and initiatives.
  • Lead demand management and intake processes, partnering with business leaders to prioritize initiatives, balance investments, and align resources to highestvalue outcomes.
  • Oversee systems analysis, design, development, integration, and operational support across the full systems development life cycle, ensuring solutions are delivered on time, within budget, and in compliance with architectural and security standards.
  • Manage financial accountability for assigned portfolios, including OpEx and CapEx planning, forecasting, vendor performance, and optimization of spend across services and projects.
Minimum Qualifications
  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.
  • 5+ years of proven track record of progressively providing technical and project leadership to deliver enterprise scale systems.
  • Strong expertise in developing and deploying access control, video surveillance and intrusion detection systems.
  • Experience with Genetec Security and Lenel Onguard systems or equivalent technologies
  • Experience managing teams and building relationships with people at a variety of levels.
  • Strong communication and interpersonal skills, work well with others in an integrated team environment, and must be self-motivated.
Preferred Qualifications
  • Master's Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 11 years of relevant work experience.
  • Genetec Security Center and Lenel Onguard certification
  • Has delivered multiple projects using Agile scrum methodology.
  • Experience working in large complex companies that heavily rely on real time 24x7 IT operations to successfully service external customers.
  • Microsoft Project, SharePoint, Atlassian tools such as JIRA, Confluence, and ServiceNow
  • Domain knowledge of transportation systems
  • PMP and Agile Scrum certified. 
Knowledge, Skills, and Abilities
  • Demonstrated ability to lead managers and diverse technical teams delivering complex, enterprisescale systems and services across multiple functional areas.
  • Strong expertise in systems design, application development, integration, and service delivery methodologies, including Agile and hybrid delivery models.
  • Proven capability to translate business strategy into technology roadmaps, investment plans, and prioritized delivery portfolios.
  • Financial, vendor, and risk management skills, including ownership of large budgets, contract oversight, and service performance governance.
  • Advanced communication and stakeholder management skills, with the ability to influence senior leaders, facilitate advisory forums, and guide decisionmaking across business and technology domains.

The salary/hourly range is $149,400.00 - $193,644.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
